HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Planning to send the bond release request for The Landings to all departments for approval. Public Works advised that the warranty work is not complete and that an electrical box needs to be moved. OLD BUSINESS: Parkland Meadows (Lot 5 - Buildings C thru E) – Airport Rd; new multifamily apartment buildings – Nothing new. This
will be on the agenda next week. Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Public Works has comments out and
stated that they are waiting on a DEQ deviation, a storm water permit, and the record drawing deposit. Fire has no comments. Parks has not received updated landscaping plans with the highway buffer. MDT advised that they have not issued permits yet. This will be on the agenda next week.
Six40 Lofts – 640 E Idaho St – hotel renovation to apartments – Zach Backes advised the committee that due to budget purposes, they will revert the usage back to R1 for extended hotel stays. Plan Review requested plans that accurately reflect what they are going to do (including fire separation) and advised that accessible ramps are required for the type A units. Public Works advised that if the demolished pool building is over 10,000 square feet, a storm water permit will be required and that if their water lines leak, they will be required to bring their water supply into compliance (service to each unit). Building advised that the fire notification system for the 2nd floor units will need to be updated to current code. Planning advised that a sign permit and site review approval for the parking will be required. Building will need to do a walk-through to determine which permits are required for the project. Zach requested requirements if they moved the water heaters to the basement, if they put stackable laundry units into each unit, and if they converted the existing laundry room to another unit. Building advised that there would be exit requirements for the basement. Public Works advised that they would need to calculate usage before and after the changes; sewer impact fees may be required since there may be an additional unit and the addition of kitchens to each unit. This will be on the agenda next week.
North Annex (Old Fairbridge) – 1701 Hwy 93 S – remodel hotel to apartments – Plan Review sent comments out this week. Public Works does not have civils. This will be on the agenda next week. Harvest Flats – Stillwater Rd & Timberwolf Pkwy – new multi-family – Public Works has plans in their queue. This will be on the agenda next week. Simco – 115 Old School Rd – new commercial building – Public Works’ and Building’s reviews are complete. Fire will complete review soon. Conditionally approved pending Parks and Fire approval. Rocky Mountain Surgical – 1400 Pondera – new commercial building – Public Works has comments out. This will be on the agenda next week.
Zip Trip – 305 E Idaho St – new gas station – Public Works is waiting on a response to their comments. This will be on
the agenda next week. RDO – 3145 US Hwy 93 S – addition – Public Works is waiting on resubmittal. Planning clarified paving requirements with R. Porch Construction. Public Works has not received the storm water plans. Plan Review advised that the plans were missing dead load requirements. Planning advised them that any site work would be at their own risk. This will be on the agenda next week. Lorens Auto – 1309 US Hwy 2 W – Addition/parking lot remodel – Pre-Treatment has comments out. Plan Review has this in their queue. This will be on the agenda next week.
Casa Mexico – 1600 US Hwy 93 S – TI expansion/parking lot – Plan Review stated that they will be ripping out the entire kitchen. Public Works advised that services should be separated between the restaurant and the hotel. This will be
on the agenda next week.
Norwood Flex – 21 Meridian Court – new commercial building – Public Works has comments out. Plan Review will be sending comments out this week. This will be on the agenda next week.
Captains Marine – 3215 US Hwy 93 S – boat storage – Public Works is waiting for the reimbursable record drawing deposit and has comments out to A2Z Engineering. Public Works advised that a Storm Water Maintenance Permit will be required from the owner. Plan Review has this in their queue but the Geotech report is missing. This will be on the
agenda next week.
PLANNING OFFICE ITEMS: Planning received a Final Plat Waiver application for Begg Subdivision Phase 2. Street trees were discussed with Public Works and Parks since they cannot be bonded for. Planning also received a Final Plat
Application for KNTC Ph 4.
OTHER ITEMS:
Take 5 Oil Change – Planning showed new landscaping plans since MDT required a wider driveway approach. Parks and Public Works approved. Public Works advised that they will need to get a storm water easement with the mall before signing off on the Certificate of Occupancy. MDT advised that they are still waiting on the traffic control plan.
Airport Hangar Building “B” – Matt from A2Z presented preliminary plans for comments. Planning advised that the Master Plan requires zoning setbacks, fire code, and Public Works’ requirements to be met. Public Works requested that the storm and water lines be added to the plans and discussed service connections with them. Plan Review advised that a 2-hour fire rating is required.
MDT and Planning discussed future annexations on Whitefish Stage Road.
