All Minutes From 1960November 29, 1960 Meeting called to order by President Charles Hash at 8:00 p.m. with board members Charles Young, Pete McClintick, Charles Hash, Don McKinnon, Vern Homuth, and Forest Farris present. A' letter read by President Charles Hash, received from Ron Thompson regarding work completed. Motion made by Pete McClintick to pay Ron Thompson and associates $1500 on our contract. Seconded by Charles Young. President Charles Hash appointed the following committees: Streets and central----PercyLennon Business District Vern Homuth Don McKinnon Pete McClintick Cliff Vinge Schools and Parks ------ Forest Farris Charles Hash Charles Young Economy and Population -Charles Young Harley Houston Charles Hash Zoning Regulations -----Harley Houston and Subdivision Pete McClintick Vern Homuth Meeting adjourned at 9:15 p.m. Forest E. Farris, Sec. October 25, 1960 Meeting called by President Charles Hash.at 7:40 p.m. Old and new contracts were read. Motion made to execute new contract and attach supplemental letter to include a origan and destination of traffic. Motion made by Don McKinnon and seconded by Pete McClintick. Motion passed. President Charles Hash volunteered to write to Ron Thompson in regards to getting work started. Meeting adjourned at 8:15 p.m. Forest E. Farris, Sec. August 30, 1960 Meeting called to order by Charles Hash at 7:45 p.m. with Charles Hash, Don McKinnon, Vern Homuth, Percy Lennon, Harley Houston, Charles Young, Pete McClintick, and Forest Farris present. A motion was made by Charles Hash making a resolution that traffic count be taken and entered into contract. Thompson and associates to do this work in conjunction with original contract. Motion seconded by Harley Houston and carried. Motion made by Vern Homuth to authorize Charles Hash to order survey book on zoning --on approval. Seconded by Percy Lennon and passed. Motion made that president Charles Hash write a letter to Thompson and associates ,on progress to date and proposed future plans on contract. Seconded by Vern Homuth and carried. Motion made by Pete McClintick that members attending State Planning meeting be reimbursed for actual expense of meeting including registration fees and 7¢ per milli for any auto carrying two or more passengers. Seconded by Vern Homuth. Motion carried. Forest E. Farris, Sec. May 31, 1960 Meeting called to order by President Charles Hash at 7:00 P.M. with Charles, Cliff Vinge, Vern Homuth, Percy Lennon, and Forest Farris present. Motion made by Vern Homuth that contract to be signed and returned to state planning board. Seconded by Percy Lennon and passed. A discussion was held on budget which must be presented by June 10th,1960. Motion made by Percy Lennon. A budget committee of Vern Homuth, Pete McClintick, and Forest Farris be authorized to present a budget to the County Commissioners by June 10. Take into consideration city funds available. Seconded by Cliff Vinge. &izdget committee to take into conderation reproduction costs, map, materials Forest E. Farris, Sec. May 9, 1960 Meeting called to order by President Charles Hash with contractor Ron Thompson present. Contractor Thompson made recommendations that contract be changed on following: Item 5--Thorofare: Update traffic count origin and destination for bypass reasons. Volumes on all major streets. Study exisiting street capacity. Item 10-Note with contract not applying for special offices. Amendment -.-Item 6--from monthly to 3 month period 500 to 1500 Item 5--Plot flows upon base map showing average daily travel through urban areas. Recommendations for truch bypass routes. Motion made by Harley Houston, seconded by Percy Lennon. that President and secretary be authorized to sign contract with planning board. Forest E. Farris, Sec, March 29, 1960 Meeting called to order by President Charles Hash at 8:20 p.m. with board members Percy Lennon, Pete McClintick, Harley Houston, Don McKinnon, Charles Hash, Charles Young, Forest Farris, Vern Homuth, and consultant Ron Thompson present. Old Business: Letter read by Pete McClintick from Owen Sowerwine in regards to our federal funds. Vern Homuth gave report on map he was making in regards to streets. First --Draw up 3 party contract--Planning:i,board, state board and consultant. Second --Form committee Thorofares--Parks,schools, public facilities, residential business Third --Set up initional meeting with state highway board in regards to long range highway program Motion made by Pete McClintick and Seconded by Harley Houston to appoint committee to approve contract draft and state planning board and contractor. Committee: Percy Lennon---D.on McKinnon --Forest Farris Points to check scope of services and payment method. Upon execution of contract with the State Planning Board and Ron Thompson and Associates for services to complete master plan and certain printing, and receipt of a claim from the State Planning Board, that the officiers of this Board are authorized and instructed to present a claim for the sum of $41OO.00 and to deposit said sum with the State Planning Agency to match Federal funds to pay for said contract services. Motion made by Forest Farris to write State Highway, Mr. Maurice Ritchie and meet with him on plans for local highway committee. To call a special meeting. Vern Homuth, Chairman. Motion was made by Pete McClintick seconded by Clifford V:inge that the annual report be typed as ammended and a copy presented to the city council and'county commissioners.
