All Minutes From 1970A joint meeting of the Flathead and Whitefish and Columbia Falls City County Planning Boards was held on Wednesday, December 16, 1970 at 8:00 P.M.. Murphy Whitefish Mrs. Bugbeeof Missoula, member of Montana Legislative Council, read items of interest and explained new proposed legislation pertain- ing to planning being presented at our next Montana Legislature. Senator Siderius attended the meeting and was asked what method be used to get support of this bill from our legislative representatives. Suggestion was made that each board support this legislation and make it known by individual letters to our elected legislative delegates. A motion was made by Al Miron, that matters above discussed be approved, seconded by Pete McClintick; motion carried. The meeting was adjourned at 10:10 P.M.. Forest E. Farris, Secretary A meeting of the Flathead County Planning Board was held Tuesday, November 17, 1970. Members present were: Al Miron Charles Hash Carl Clogston Harold Moen Others present were: Bruce Person Larry Bjorneby Bill Wheeler Steve Petrini Guests: Paul Carr, Department of Planning & Economic Development The meeting was called to order by Mr. Charles Hash. Mr. Carr explained how the state would reimburse expenses incurred locally on the 3rd phase work. Discussion was held on should the Planning Board keep it's own records, write its own warrants. The members thought it better if the county would assume this duty. Mr. Charles Hash is to look into the matter. A motion was made by Mr. Carl Clogston, seconded by Mr. Harold Moen, that the following bills be approved: Mr. Petrinis salary $950.00 Public Employees Retirement System $40.85 Social Security $ 45.60 Mr. Petrini's moving expense $300.00 Mr. Petrini for notebook & divider $ 2.04 legal pad $ .45 telephone call $ .50 Motion carried. The meeting was adjourned. Acting Secretary A special meeting of the Flathead County Planning Board was held on Monday, November 9, 1970. Members present were: Charles Hash Al Miron Pete McClintick Harold Moen Buzz Lund Others present were: Bruce Person Sam Bibler Bruce Mercord Larry Bjorneby Steve Petrini The meeting was called to order by Acting Chairman, Al Mixon. There was a discussion on leasing office space and buying or leasing office equipment. A motion was made by Mr. Moen that Mr. Miron and Mr. McClintick serve as a committee to lease office space and equipment, seconded by Mr. Lund; motion carried. Mr. Miron read a letter from Montana Department of Planning and Economic Development announcing a conference to be held in Great Falls, December 3 & 4, 1970. A motion was made by Mr. Moen that two persons be authorized to attend from Kalispell with expenses paid, motion seconded by Mr. McClintick; motion carried. Meeting was adjourned. Acting Secretary A meeting of the Flathead City -County Planning Board met - - -- - - Wednesday, --April- 1,--1970- in -the -County Commissioners -Meeting Room-. The meeting was called to order at 8:10 P.M. by President, Charles Hash with the following members present: Charles Hash William Wheeler Al Miron "Buzz" Lund Pete McClintick Carl Clogston Forest Farris Personnel from State Board attending were: Paul Carr Rick Jacobson Robert Clark representing the Consultant firm of Clark, Coleman, & Rupieks also attended. Visitors were Bruce Person and Brice Mercord. Proposals one and two were discussed and questioned in detail for the Board by Rich Jacobson and Robert Clark. A motion made by Pete McClintick, seconded by Al Mixon that we hire an in -;house planner by July lst. The motion and second were withdrawn. A motion by Al Miron was made that we adopt plan two, seconded by Pete McClintick; motion carried. A motion by Pete McClintick that we hire planner as near as possible to July 1st, seconded by Al Miron; motion carried. Advertisement for in-house planner was prepared and given to Paul Carr to advertise for a planner. Meeting adjourned at 10:25 P.M.. Forest E. Farris, Secretary A meeting of the Kalispell City -County Planning Board met Tuesday, March 24, 1970, 8:00 P.M. in the Courthouse Annex. Present were: Charles Hash Pete McClintick Al Miron Bruce Person William Wheeler Harold Mohn Forest Farris Charles Hash presented two alternatives from Lyle Balderson, pertain- ing to budgets for in-house planner; also, proposed ad for in-house planner. A motion was made by Al Miron, seconded by Pete McClintick, to take in Olson addition adjoining the Adams addition on the west. The motion carried. An informal discussion was carried on as to the problems of irrigation rights and easements as they are effected by housing projects moving in to former farm land. Meeting adjourned. Lyle Boulderson presented facts on possible in-house planner and suaaested we write ad for a potential planner; send us a copy for approval and will bill us. the $9 - 12,000 figures to be quoted for salary. We do the interviewinsr, pay the bill for advertisinv. May 1st is to be the tarvet date for a reply from prospective in, -house planner. Method of financinm 3rd phase v 2. Reviewed annexation of Collins low cost housing proposed Paul Carr assured us that #13,000 was availabe for our 3rd phase planning. Dale Collins presented plat. Pete McClintick made a motion the revised Valley View Apartment plat be accepted by City County- Planinw Board; seconded by Buzz Lund, motion carried. Bill Hebert informed us of the plans of State Highway Department acquiring twenty acres of land north of the Montana State Forestry Department on Highway 93 for the purpose of new Highway Department buildinws. Paul Carr informed us that ..coals and standards be presented immediately for the purpose of mettino money to start third phase. William Wheeler and staff are going to prepare us a map of our new jurisdictional at cost. It was pointed .out to us an in-house planner would complete our third phase as well as live here and implement program while working on it. Meeting was adjourned. Forest Farris, Secretary
