MINUTES OF MEETING
SEPTEMBER 9, 1987
CALL TO ORDER The meeting was called to order by President Charles Manning at 7:30
AND ROLL CALL p.m. Those present were Manning, Hall, Sloan, Gunnerson and Treweek.
Those absent were Hash (excused absence), Reynolds (excused absence),
Stephens, and Trippet. David Greer, Senior Planner, represented the
Flathead Regional Development Office.
MINUTES AUGUST Hall moved to approve the minutes of the August 11, 1987 meeting.
11, 1987 Sloan seconded the motion and it passed unanimously.
OLD BUSINESS Greer stated that the Board recommendation on the West Side Zoning
District went to the County Commissioners. The Flathead Regional
Development Office Staff prepared the perimeter description of the
individual districts. Now we are just waiting for them to set the
date of the public hearing and proceed from there.
Manning encouraged the Board members, who feel strongly about the
integrity of the West Side Zoning District, to go visit the County
Commissioners on this and encourage them to adopt the boundaries as
proposed by the Board. No portion should be eliminated or excluded.
Greer mentioned that due to the cost of publishing the legal notices
for these zoning districts the County Commissioners have stated that
this may be the last one they will do for this year. Manning felt
that, since the Board was doing this at the request of the
Commissioners, the Board members could help encourage the
Commissioners to continue with this project. Right now they are
taking a lot of heat because of proposed changes to the COS review
and it would be good to encourage them to proceed with these good
planning practices that will be better for the county in the long
run. Sloan added that she felt the Commissioners should hear from us.
Sign Regulations Last month the Board directed the FRDO to prepare a sign ordinance
for consideration by the Board. In preparation of such an ordinance,
Greer presented a slide show of Fort Collins, Colorado. Pictures were
shown of how signs affected the streets of Fort Collins prior to and
following the adoption of a sign ordinance. The original ordinance
was adopted in 1971 and since then a dramatic change has occurred in
the appearance and number of signs in Fort Collins. Greer briefly
explained the various provisions of the ordinance including the
nonconforming sections and total sign allowance section. Following
the "before" and "after" shots of Fort Collins, Greer presented
various slides of Kalispell that demonstrated both positive and
negative aspects of signage in Kalispell.
Greer asked for some direction from the Board as to where they would
like to go with this project. He said that he could come up with
model regulations' but the Board has to decide the scope of the
regulations. The sign companies seem to oppose sign regulations. They

have had some bad experiences with the Whitefish sign code, which was
developed by a citizen committee.
The Board requested that a draft sign regulations modeled after the
Fort Collins regulations be mailed out to the Board members so that
they have time to study it before the next meeting.
Greer asked what the Board wanted to do about the ad hoc sign
committee. After some discussion, Manning suggested that the ad hoc
committee be invited to the next meeting and be asked to give their
input. A copy of what is being proposed should be sent to them prior
to the meeting.
