06-14-88 Planning BoardKALISPELL CITY -COUNTY PLANNING BOARD AND ZONING COMMISSION MINUTES OF MEETING JUNE 14, 1968 CALL TO ORDER The meeting was called to order by President Charles Manning at 7:30 AND ROLL CALL p.m. Those present were Stephens, Hall, Robbins, Sloan, and Manning. Hash arrived at 7:37 p.m. Those absent were Frazer, Reynolds and Furlong. David Greer, Senior Planner, represented the Flathead Regional Development Office. APPROVAL OF MIN- Hall moved to approved the minutes for the meeting held May 10, 1988 UTES MAY 10, 1988 as submitted. Stephens seconded and the motion passed unanimously. MCELROY & WILKEN Manning introduced the application by McElroy and Wilken, Inc. .to ZONE CHANGE amend the Official Zoning Map of the Willow Glen Zoning District by changing the zoning for a portion of a tract of land (described as Tract 1H in the NW4 NW4 of Section 9, Township 28 North, Range 21 West, P.M.M., Flathead County) from R-2 (Residential) to B-3 (General Business). Greer gave the staff report drawing attention to a vicinity map he had on the wall giving the location of the proposed zone change. He stated that the northern portion of the property 250 feet deep from the center line of the Highway right-of-way is already zoned B-3 and this request would widen the B-3 zoning area to 455+ feet and leave the remainder of the lot in R-2 zoning. He stated that the application was reviewed in accordance to 12 statutory criteria. The Flathead Regional Development Office is recommending approval of the zone change request. Public Hearing Manning opened the public hearing calling on all opponents of the zone change to speak. There being none, he called on proponents. Chuck Olson, Gary Wilken, Rod Halleck, and Larry Wakefield all stated they were in favor of the zone change. .There being no other comments, Manning closed the public hearing. Board Discussion Greer pointed out that there should be two motions: one to adopt the findings of fact and one to recommend approval of the zone change. Motion Stephens moved to adopt the findings of fact as cited by the Flathead Regional Development Office and found in the Flathead Regional Development Office staff report. Hall seconded and the motion passed by a majority of those voting. Those in'favor were Stephens, Hall, Robbins, Sloan, and Manning. Hash abstained. ..Motion Hall moved to recommend approval of the zone change as requested to the County Commissioners. Robbins seconded and it passed by a majority of those voting. Those, in favor were Stephens, Hall, Robbins, Sloan, and Manning. Hash abstained. 1 OLD BUSINESS None. NEW BUSINESS Greer stated that it was time for the Board to set the work program Work Program for the 1988-1989 fiscal year so that the Countywide Administrative Board can approve it. Greer suggested that the Board consider the following items for placement on the work program: 1. Continue fringe area zoning. 2. Coordinate with the Department of Highways on intersection locations and design for Highway 93 North. 3. Comprehensive text amendments to the Kalispell Zoning Ordinance. 4. Annexation of wholly surrounded lands in Kalispell. 5. Development of sign regulations for the City of Kalispell. 6. Zoning of the Meridian Addition in Kalispell. 7. Participate in the development of the Urban System Transportation Priorities. Motion After Board discussion, Hash moved that the following items as prioritized be included on the work program for 1988-1989: ADJOURNMENT rr--•-•^- 1. Continue fringe area zoning. 2. Zoning of the Meridian Addition in Kalispell. 3. Development of Sign Regulations for the City of Kalispell. 4. Comprehensive text amendments to the Kalispell Zoning Ordinance. Participate in the development of the Urban System Transportation Priorities. Hall seconded the motion and it passed unanimously. Hall moved to adjourn and Robbins seconded.
