MINUTES OF MEETING
AUGUST 9, 1988
CALL TO ORDER President Charles Manning called the meeting to order at 7:35 p. m.
Those present were Manning, Sloan, Hall, and Stephens. Five members
are required for a quorum. David Greer, Senior Planner, represented
the Flathead Regional Development Office.
Greer advised that the public hearings should be held for the four
agenda items. Action on the applications could be taken at a later
meeting.
NORTH SPRINGWOOD Manning asked Greer to give a staff report. Greer stated that the
PRELIMINARY PLAT application is a request by Chester Ellingson to amend the
APPROVAL AMEND- preliminary plat approval for North Springwood by seeking a waiver of
MENT the tanker recharge requirement. The reason for this request is that
the Evergreen Volunteer Fire Department feels there is no need for
the facility since there are fire hydrants within one mile of the
subdivision and because the Department has a 4,500 gallon tanker.
Public Hearing Manning opened the public hearing for this request by calling for
comment from proponents.
Chester Ellingson spoke in favor saying that he had met with the
Evergreen Volunteer Fire Department and that they favor the waiver.
There being no other proponents, Manning called for comment from
opponents. At the end of the second call, Greer stated that he had a
letter from an adjoining property owner, Lyle and Marilyn Goodsell,
saying that they were opposed because they felt that the water would
be needed.
There being no other opponents, Manning closed the public hearing.
At the close of the public hearing, the four members, of the Board
Present agreed to meet on Monday, August 15;, 1988 at 5:30 p.m. to
,conduct the discussion and make their decision then on the
applications before them.
ANNEXATION & Manning asked Greer to give a staff report on the petition from High
ZONING HIGH Plains Pizza, Inc. for annexation and zoning..of Lot 13, Block 3 of
PLAINS PIZZA the Phillips Addition. Greer .stated that this is the first property
in this area to be annexed.' The Title is clouded and it has to be
straightened out. Consents to annex need to be obtained yet. Water
and sewer mains will have to'extended to the property at the expense
of the developer. The plan.is to install a pizza delivery service
where traffic would not be to purchase pizza but rather the
pizza would be delivered. The zoning requested is B-1 which is
Neighborhood Business and the public hearing has to be held to
consider the zoning request.

Public Hearing Manning opened the public hearing calling for proponents to speak.
Howard Gamett, representing High Plains Pizza, Inc., spoke in favor
of the application.
There being no other proponents, Manning called on opponents to
speak. There being no opponents, Manning closed the public hearing.
Manning stated that the decision on this application would be
deferred to the next meeting.
ANNEXATION & Manning asked that Greer give a staff report concerning the
ZONING APPLEWAY application by Mabel E. Ward for annexation and zoning of a tract of
ADDITION land located near the southwest corner of Appleway Drive and Meridian
Road. Greer stated that Mabel Ward needed city sewer service. She has
her home and about five (5) rental cabins on the property. The zoning
that is being requested is RA-1 which is Residential Apartment. This
zoning is a less intense zone that what currently exists on the
property under County Zoning which is B-3 General Business. The staff
recommended approval of this request.
Public Hearing Manning opened the public hearing for the zoning request by calling
on proponents to speak and then followed it with a call for
opponents. There was no one in attendance at the public hearing.
Manning closed the public hearing.
ANNEXATION & Manning asked that Greer give a staff report on the request from the
ZONING OF CITY City of Kalispell for annexation and zoning of a tract of land
- OWNED PROPERTY ON located on the westerly side of Airport Road and as further described
AIRPORT ROAD as being Tract 1G in the NE4 NE4 of Section 19, Township 28 North,
Range 21 West, P.M.M. Greer stated that the property is owned by the
city and they wish to sell it. The property is adjacent to other RA-
1 zoned property. Greer stated that the staff recommends approval of
the annexation with RA-1 zoning.
Public Hearing Manning opened the public hearing by calling for comments from
proponents. There being none, he called for comments from opponents.
There were none. It should be noted that no one was in attendance at
the public hearing. Manning closed the public hearing.
The meeting was closed at 8:05 p.m.
