Greetings all:
11 have been a homeowner in Country Estates - 193 Arbour lDrive East, Lot 95 .- since 2005.
When I bought -the property, I was aware thatthe strip immediately to -the East was County -
owned, as a set -aside -for a Park. I became aware that the Apartments were only a portion of
the parcel to the East of that County strip. And I was relieved to find that the north end of time
1parcel, which borders the County strip and -thiriver, was zoned R2, One Family Residential,
which was a good fit with the existing development in Country Estates and Stillwater Loop,
I understand from your to Report #KA.-23-04 that the owners of the property have requested
to be annexed into -the City of Kalispell. i -think -that is a reasonable request. And having the
Apartments connected -to city sewer and services is a good idea.
However, I also note that the request includes a

proposal -that the Zoning The changed to RAI, i
Residential partirnint for that portion that is currently
zoned R2. This is a significant chanF ge, and
unwarranted.
There is room for further multifamily development on
the current property in the area Zoned as RAI, and still
leave the current 1 2 Zoning iintact. Please see my
approximation on the map at the end of this letter,
Converting the current 1 2 zoning -to RA1 will create an
intrusion into the 1 2 Zoning that is unwarranted .- it
will be surrounded by 1 2 as shown in the malp to the
right:
i agree that it is best if parcels could be wholly within
one one or another, But when the previous zoning, in A
place for irnany years, is replaced with something that doesn't it ake sense, then allowances
should be made.
This parcel should remain split between 1 and 1 2 as it is currently zoned.
If the zoning is converted to RAC., despite my concerns, h ask that the access to the northern
prop6rty not include connection to Stillwater Loop or Arbour Drive East. These road's are
marrow, the asphalt is deteriorating, and often times have vehicles parked along therm
constraining road width,, With the number of children In the neighborhood, -that becomes a
significant risk,,
l am not able to be at the meeting either in person r via Zoom., Ih ask that my comments b
recorded as pain of the record, and my strenuous ous objection to the R 1 Zoning change be noted.
