BACKGROUND: In 2018, Public Works initiated the Grandview Lift Station and Force Main
project. The project supports the required update and upsize of the lift station and installation of
a new force main to allow wastewater to flow to the City's west side sewer interceptor. The
project incorporates planned capital improvements identified in the Wastewater Collection
System Facility Plan.
The project's design and bidding package included two (2) schedules and one alternative, as
follows:
Schedule l: Construct a new lift station and associated piping adjacent to the existing lift
station site. Schedule 1 includes one (1) additive alternate (Additive Alternate No. 1) for the
installation of a third sewage pump at the regional lift station.
Schedule 2: Construct approximately 4,312 lineal feet of 10-inch force main via trenching
and Horizontal Directional Drilling (HDD). Approximately 1,190 lineal feet of 10-inch HDPE
IPS force main is to be installed via HDD. This Schedule is located on Four Mile Drive from
the intersection of Stillwater Road to the east side of Highway 93, near the new lift station.
BIDDING RESULTS: Bids were received and opened on May 25, 2023. A total of seven bidders
submitted bids for the project. A technical summary of the bids received for each schedule, along
with the engineer's estimate is provided within the attached RPA Technical Memorandum. The
apparent low bid per schedule and additive alternate is as follows:

Bids were reviewed for irregularities and references were validated for all the apparent low bidders
listed above in the table. Western Municipal Construction, Inc, and LHC, Inc are determined to
be responsive and responsible contractors successful in completing similar projects.

Project Overview
The Grandview Lift Station and Four Mile Drive Forcemain Project — 2023 includes two (2) schedules
and one (1) additive alternate as follows:
• Schedule 1 — Construct a new Lift Station and associated piping adjacent to the existing lift
station site, southeast of Grandview Drive and Highway 93 in Kalispell, MT. Schedule 1
includes one (1) additive alternate (Additive Alternate No. 1) for the installation of a third
sewage pump at the lift station.
• Schedule 2 — Construct approximately 4,312 lineal feet of 10-inch forcemain via trenching and
Horizontal Directional Drilling (HDD). Approximately 1,190 lineal feet of 10-inch HDPE IPS
forcemain is to be installed via HDD. This Schedule is located on Four Mile Drive from the
intersection of Stillwater Road to the eastside of Highway 93, near the new lift station in
Kalispell, MT.
Bid Opening
Bids were received on May 25, 2023 and opened through QuestCDN at 2:00 PM, local time, in the 1 st
Floor Conference Room at City Hall in Kalispell, MT. A total of seven (7) bidders submitted bids for
the project. This memorandum summarizes the bid received for the Grandview Lift Station and Four
Mile Drive Forcemain Project — 2023.
Summary of Bids Received
The summary of bids is attached to this memorandum.
SCHEDULE 1:
Four (4) bids were received for Schedule 1. The bids for Schedule 1 ranged from $3,816,000 to
$7,2110,160 (19% lower to 54% higher than the Engineer's Estimate). No bid irregularities were found.
The apparent low bidder for Schedule 1 is Western Municipal Construction, Inc.

ADDITIVE ALTERNATE NO. 1
May 30, 2023
All bidders who submitted a bid on Schedule 1 were required to submit a bid on Additive Alternate No.
1.
Four (4) bids were received for Additive Alternate #1. The bids for Additive Alternate #1 ranged from
$52,800 to $125,000 (23% lower to 67% higher than the Engineer's Estimate). No bid irregularities
were found. The apparent low bidder for Schedule 1 PLUS Additive Alternate No. 1 is Western
Municipal Construction, Inc.
SCHEDULE 2:
Five (5) bids were received for Schedule 2. The bids for Schedule 2 ranged from $1,593,220 to
$3,650,452 (48% lower to 18% higher than the Engineer's Estimate). No bid irregularities were found.
The apparent low bidder for Schedule 2 is LHC, Inc.
Recommendation of Award
RPA has spoken to the low bidders for each schedule and verified they are content with their bids and
would be glad to be awarded the project. After completing reference checks, discussing the bid results,
and reviewing the budget, RPA recommends that the City of Kalispell award both Schedules and the
additive alternate as follows:
• Schedule 1 and Additive Alternate No. 1 — award the project to Western Municipal
Construction, Inc. for $3,874,000.
Schedule 2 — Award the project to LHC, Inc. for $1,593,220.39
RPA recommends awarding the Schedule 1 additive alternate as this bid appears to be close to the
price of the third pump alone, and the overall Schedule 1 bid was lower than anticipated. Installing the
third pump now will save time and money compared to installation at a later date. There are also
operational advantages to having the third pump installed.
