He then presented Officer Raul Astorga for confirmation speaking of his achievements and assets. 00:07:45 Officer Raul Astorga spoke saying thank you to Chief Overman for giving him this opportunity. PUBLIC HEARING — Proposed Pretreatment and Nondomestic Sewer Use Ordinances and Updates to Municipal Code Chapter 23 — Sewer, Sewage, Disposal and Drains 0 a Council will accept comments concerning the creation of a pretreatment and nondomestic sewer use program and related updates to the municipal code. Resolution 6133 — BOI Loan — Parks Equipment 7 a This resolution considers approval of a Board of Investments INTERCAP Loan in the amount of $252,000 for Parks Department equipment. City Manager Doug Russell presented the staff report. Public Comment Mayor Johnson opened public comment. Seeing none, he closed public comment. 00:15:23 Motion and Vote to approve Resolution 6133, a resolution authorizing participation in the board of investments of the State of Montana annual adiustable-rate municipal finance consolidation act extendable bond (Intercap Loan Program), approving the form and terms of the loan agreement and authorizing the execution and delivery of documents related thereto. J. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell reported that following this meeting council will immediately go into a budget work session. City Manager Doug Russell spoke regarding a meeting he attended recently with other City Managers across the state regarding legislative bills that have passed that will affect the municipalities. This included quite a bit of changes within the land use arena, including Senate Bill 382 which requires compliance within a 3-year period once active. Lots of planning process changes will need to occur as well as changes to the land use approval processes. The bill supersedes all other planning requirements. The city will need to update the growth policy and a comprehensive plan simultaneously to get to the parameters of the legislation. City Manager Russell reported there will not be a meeting next week. Council will not meet again until June 5, 2023, which will include budget presentations from the City -County Board of Health and the Kalispell Business Improvement District. 00:19:21 Councilor Hunter thanked Chief Overman for his service to the community saying he feels he has done a tremendous job and will be missed. CALL TO ORDER Mayor Johnson called the budget work session meeting to order at 7:20 p.m. B. DISCUSSION 1. Fiscal Year 2023-2024 Budget Review a. Police Department b. Fire / Emergency Medical Services c. Parks and Recreation City Manager Doug Russell began the presentation talking about further budget discussions that will occur later in the year related to Police and Fire/EMS impact studies and the possibility of related ballot levies that may need to be brought forward. a. Police Department City Manager Doug Russell began presenting on the Police Department. 00:23:51 Chief Doug Overman spoke regarding several budget line items including 3 additional police vehicles, and smart phones for the patrol vehicles. There is also a proposed specialized traffic enforcement officer within the budget that would be paid for by the state if the grant is approved and would not be hired if the grant is not approved. 00:25:40 Councilor Hunter asked about the time frame we expect to receive funds from the opioid settlement that pays for the co -responder program. City Manager Russell spoke regarding several settlements and their time frames. 00:26:31 Councilor Hunter asked about the problems that were reported at the previous work session regarding hybrid patrol vehicles. He then provided related discussion. 00:28:38 Councilor Nunnally asked about the K-9 Program budget items and confirmed that the department will be starting the program back up early this summer. Fire/Emer2ency Medical Services City Manager Doug Russell began the presentation related to Fire/Emergency medical services speaking about a possible grant related to radios. 00:31:37 Fire Chief Dan Pearce spoke regarding realizing net savings in the future on fire engines and ambulances as the box and pump can be reused on a new chassis. 00:32:35 Councilor Nunnally asked about issues related to simulcasting with volunteer departments and our departments. 00:33:47 Councilor Graham asked about the transfer to the ambulance fund and the reason behind the change in amount from last year. 00:35:23 Fire Chief Dan Pearce said they are expecting an increase in reimbursements from Medicare/Medicaid next year which will help the ambulance fund. 00:36:54 Councilor Nunnally asked about the extent of the utilization of mutual aid from other municipalities learning that overall, the need for EMS mutual aid has lessened and the related reasons. 00:38:12 Mayor Johnson talked about the taxpayers subsidizing the ambulance service. 00:40:01 Councilor Gabriel asked about the private ambulance service that now covers the Logan Health campus and the doctor's offices on Commons Way. 00:41:19 City Manager Russell spoke regarding the grants. He reported that the state will be funding Hazmat differently than they had a few years ago. Councilor Nunnally asked about the Hazmat service area that our team covers. City Manager Russell said there will be future budget discussions later this year regarding Police and Fire/EMS and the impact fee studies being completed and whether or not we want to attempt ballot levies. 00:43:37 c. Parks and Recreation City Manager Russell began the Parks and Recreation presentation with facilities. He spoke regarding security and lighting budget additions on city grounds. 00:45:19 Parks and Recreation Director Chad Fincher spoke regarding boilers that need replaced in the Public Safety building. 00:45:49 Parks and Recreation Special Revenue Funds 00:46:13 Chad Fincher spoke regarding budgeting for a shop at the Kalispell Youth Athletic Complex to keep equipment there. Page 6 of 9 Kalispell City Council Minutes, May 15, 2023 00:46:59 Parks Department Revenue and Fund Summary 00:47:42 Director Fincher spoke regarding implementing online registration this year and the need for equipment that will work with the new system. 00:49:19 Councilor Graham asked about the Parks Master Plan. 00:50:31 Director Fincher spoke regarding the lack of proposals for a consultant for a parks master plan and expanding who they will reach out to. 00:51:21 Councilor Hunter asked about spring flooding at Begg Dog Park and whether the park could be engineered to not flood every spring. 00:52:09 Director Fincher spoke regarding the details of the Begg Dog Park design and the nature of the nearby spring. Councilor Hunter provided discussion regarding the dog park. Director Fincher spoke regarding the turf maintenance that would still require the park to close each year even if it didn't flood. 00:55:16 Councilor Nunnally asked about previous funds allocated for the tennis program. Director Fincher explained what those funds covered. 00:56:05 Councilor Nunnally asked about costs related to vandalism repairs. 00:57:08 Athletic Complex 00:57:56 Director Fincher reported that the second well has been drilled for the new athletic complex fields and Kidsports will be putting in the related electrical for the system. 00:59:48 Recreation Programs 01:00:14 Director Fincher talked about the funding of new online registration. 01:00:53 Councilor Nunnally asked about credit card fees. 01:01:07 Youth Camps Manager Russell spoke regarding the addition of online registration. 01:01:49 Aquatics Director Fincher spoke regarding pool repairs and replacement of the pool boiler. He then reported that the budget includes updating our camera and server at the pool that also serves the locomotive on the trail. Page 7 of 9 Kalispell City Council Minutes, May 15, 2023 01:03:31 Manager Russell talked about training lifeguards in house to help with labor shortage issues. 01:04:46 Parkline Trail 01:05:09 Director Fincher talked about costs related to an inspection that will occur as part of Montana Department of Transportation requirements. 01:05:57 Councilor Hunter asked about having a sign on the Parkline trail bridge that goes over Highway 2. 01:08:48 Forestry 01:09:22 Director Fincher talked about two grants that the forestry department will be applying for. One relates to pruning and the other would go towards planting more trees in the community and could potentially reduce the cost to a homeowner utilizing the 50150 tree cost share program. Councilor Hunter asked about details related to federal grant funds. Director Fincher spoke regarding grant match funds. Councilor Hunter asked about the possibility of going directly through the federal grants instead of through the state. 01:14:34 Developer Trees 01:15:43 Mayor Johnson clarified how these revenues and expenses are related. 01:17:50 Councilor Gabriel asked about funds related to developer trees and how those funds can be used or accrue. 01:19:59 Mayor Johnson summarized the budget and provided discussion. 01:23:15 Councilor Graham spoke regarding growth within the city and how that relates to revenues. 01:24:02 Councilor Daoud asked about looking at height maximums for different zoning. 01:24:43 Manager Russell spoke regarding the comprehensive planning that will need to be done due to recent state legislation and having those types of discussions.
