1. Resolution 6131 — Morning Star Community and Green Acres CDBG Grant
Submission 0 a
This resolution considers authorizing the submission of applications to the
Department of Commerce for Community Development Block Grant Public
Facilities and Housing Grants for these communities.
City Manager Russell began the staff presentation.

Ms. Maiden, Cooperative Housing Director with NeighborWorks Montana presented herself to
Council for questions.
00:04:55 Diane Queen Miller, Public Comment
Ms. Miller, a resident of Green Acres spoke regarding being involved in the initiative for Green
Acres to become community owned. She spoke regarding the inferiority of the infrastructure in
the community and repairs that were not successful, and the situation that has caused. She asked
the Council to pass this Resolution.
00:06:35 Motion to approve Resolution 6131, a resolution authorizing the City of Kalispell
to serve as host for applications to the Community Development Block Grant (CDBG)
public facilities and housing grants program as requested by Nei2hborworks Montana on
behalf of Morning Star Community, Inc. and Green Acres Cooperative, Inc. for the
purpose of funding the design and construction of the required infrastructure to connect to
the city of Kalispell sewer utility.

2. Resolution of Intent 6132 — Pretreatment and Nondomestic Sewer Use Program and
Municipal Code Updates N a
This resolution considers setting public hearings for May 15, and June 19, 2023, to
take comment on a new pretreatment and nondomestic sewer use program and
updates to Municipal Code Chapter 23 - Sewer, Sewage, Disposal and Drains.
City Manager Russell began the staff presentation.

ordinance and related resolutions in order to implement and enforce national pretreatment
standards and requirements in accordance with the Montana Department Of
Environmental Quality and The Environmental Protection Agency National Pretreatment
Program, setting a public hearing And directing The City Clerk to provide notice thereof.

L CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action)
City Manager Russell provided the following report:
This is the last week of the State Legislature. There will be land use changes that may be
disrupted, and they are watching for bills that previously died that may be brought back up.
The formal budget Council workshops will occur at the next two meetings.
The Montana Department of Transportation has contacted us asking if we would like them to
provide presentations periodically to provide updates on their local construction projects. He
will schedule the first report from them for a future work session.

Mayor Johnson reported that Senate Bill 323 is heading to the Governor's desk for signature. He
then spoke regarding a resolution passed in the State House stating that passing any legislation
on Accessory Dwelling Units (ADU's) may be premature. However, Mayor Johnson pointed out
that Bill 323 already changes zoning significantly. He then reported legislators increased their
per diem and increased their wages retroactively.
