Ordinance 1906 -- Second Reading — Creekside Subdivision Zoning This item considers initial zoning of R-4 (Residential) for 24.51 acres at 1111 Farm -to -Market Road. 3. Ordinance 1907 — Second Reading — Stillwater Village Zoning This item considers a request for a zone change from R-2 (Residential) to R-4 (Residential) on 182 acres south of Silverbrook Estates, west of Highway 93 and Hagerman Lane, north of Northern Pines Golf Course and bordering the Stillwater River. 4. Award Bids for the Water Svstem Upper Zone Tower, Control Valve Building_ © iP and Four Mile Drive Well, and Lower Zone North Main Well This item considers awarding these projects to S & L Underground, Inc., and Landmark Structures with a combined total of $19,851,516. COMMITTEE REPORTS — Arbor Day Presentation — Urban Forestry Committee �- Page 2 of 7 Kalispell City Council Minutes, April 17, 2023 Fred Bicha, Park Superintendent introduced Judy Rosenfeld -Cox from the Urban Forestry Committee who provided a report on the positive and progressive action for the city's trees and the current status of the urban forest. She also pointed out that the City of Kalispell once again received Tree City USA Certification and has received the Growth Award. The city Arbor Day celebration will happen at Woodland Park on April 28, 2023, with the official ceremony at 9:05 a.m. with events throughout the day. Volunteers are still needed to help plant 35 new trees in parks and boulevards throughout town. Mayor Johnson thanked the Committee for their work and time. G. Resolution 6129 — Planning Fee Increase <m This resolution considers updating the Planning Department fee schedule and includes a provision for a 5% fiscal year increase. City Manager Russell introduced this item. Development Services Director Jarod Nygren added additional comments. Mayor Johnson asked staff a question. Seeing none, he closed public comment. 00:09:45 Motion to approve Resolution 6129, a resolution amending Resolution 5741 revising the city of Kalispell Planning Office fee schedule and setting an effective date. Council Member — Sandy Carlson: Motion Council Member — Kari Gabriel: 2nd Councilor Hunter provided discussion on the motion. 00:11:07 Amendment to the motion so that the planning fees are reduced by half for deed restricted affordable housing and homeless shelter projects with involvement of nonprofit organizations whose mission it is in part to provide such services. Susanne Wizzinton, Public Comment Ms. Wigginton with the Architectural Review Committee spoke regarding her service on the Page 5 of 7 Kalispell City Council Minutes, April 17, 2023 Committee over the past four years and explained why she feels the Committee should be diverse as it relates to profession and why she should be reappointed to the Architectural Review Committee. 00:23:26 Vote on the motion. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: • Next week's work session will be regarding pre-treatment. • Budget work sessions — May 8, and May 15 following the regular meeting. • State Legislative Update — Senate Bill 381 died on the floor; there is a big TIF bill coming up. 00:25:57 Councilor Graham thanked all the individuals and groups related to the adopt -a - highway program for the ditch clean-ups that have happened over the last few weekends and talked about what a huge difference that makes. 00:27:38 Councilor Nunnally echoed Councilor Graham's comments and talked about the 4-H Clubs being a part of the adopt -a -highway cleanups. He then thanked officers and firefighters responding to the Fairgrounds today when someone attempted to start a barn on fire. 00:28:51 Councilor Carlson mentioned that Daybreak Rotary will soon be cleaning up a mile and a half of Highway 93 north. 00:29:31 Councilor Daoud encouraged the public to volunteer for the advisory board vacancies. 00:30:13 Mayor Johnson talked about state legislation that has been introduced to remove review boards. He spoke further regarding state legislation being considered right now and what the impacts will be to the city related to legislation that passes this session. J.
