A. CALL TO ORDER
Mayor Johnson called the meeting to order at 7 p.m.

Staff present included City Manager Doug Russell, City Attorney Johnna Preble, City Clerk
Aimee Brunckhorst, Public Works Director Susie Turner, and Pretreatment Coordinator Del
Phipps.
B. DISCUSSION
1. Wastewater Pre -Treatment and Nondomestic Sewer Use Program G a
ICD
00:00:39 Public Works Director Susie Turner began the staff presentation by providing an
overview of what will be covered. She also introduced Al Garcia, the Region 8 Pre-treatment
Coordinator from the Environmental Protection Agency (EPA) who was present via the zoom
video conference to answer questions.

Pretreatment Coordinator Del Phipps talked about what industrial pretreatment (IPP) is and why
the city is required to have a program, and the objectives, requirements, and the various sections
of the proposed related ordinance. (See slideshow.)

program.
00:09:24 Coordinator Phipps went over USEPA requirements to implement and administer the
IPP starting with implementation requirements (begins on page 12 of the slideshow attached
above.)

00:11:46 Coordinator Phipps reviewed the requirement to perform a local limits evaluation.
00:12:47 Councilor Dahlman began questions for staff related to what pollutants specific
industries might discharge.
00:14:55 Coordinator Phipps reviewed the requirement to perform sampling and analysis on the
wastewater treatment plants influent and effluent and then the requirements for an annual report.

00:19:33 Coordinator Phipps spoke regarding notification requirements and EPA enforcement.
00:21:13 Coordinator Phipps went over the articles within the wastewater pretreatment and
nondomestic sewer use ordinance that will need to be approved.

food service establishments, automotive establishments, and dental establishments.

00:30:02 Coordinator Phipps spoke regarding resolutions and supporting documents that will
need to be approved to support the program including a local limits justification resolution and a
sewer enforcement response plan resolution.

mandated program.

recovery fees.

ordinance will only cover industrial and non -domestic sewer use.

and removed outdated language that does not match the proposed pretreatment ordinance.

pretreatment ordinance and removing antiquated language and procedures.
01:11:37 Public Works Director Turner spoke regarding next steps to be taken including public
hearings, and council adoption.
01:12:29 Councilor Fisher asked about further thresholds that could be triggered in the future.
01:13:14 EPA Coordinator Al Garcia confirmed that there are not additional thresholds.
Councilor Daoud spoke regarding the costs of mandates for businesses.

environment.
01:15:52 City Manager Russell thanked Al Garcia with EPA for his presence at the meeting and
staff for their extensive efforts on this program.
C. PUBLIC COMMENT
Mayor Johnson opened general public comment. Seeing none, he closed public comment.

D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS
City Manager Doug Russell thanked IT Director Erica Billiet and other staff for their work on
the efforts to remodel the council chamber's technology.
Work sessions in May: Budget meetings on May 8, and following the regular meeting on May
15. The meeting on May 22 will be cancelled and the next Monday after is a fifth Monday so the
next meeting after May 15 will be June 5, 2023.
The police and fire impact fee review are being finalized so staff will come before council in
June or potentially the first part of July regarding the possibility of levies for the ballot.
E. ADJOURNMENT
Mayor Johnson adjourned the meeting at 8:19 p.m.
