E633 is a 2001 American LaFrance that has reached its recommended service life of 20 years and has a lengthy service history. American LaFrance is no longer in business and many parts are no longer available. E631 is a 2018 Smeal. This new purchase is important in order to maintain a reliable fleet. The city advertised bids for a new Fire Engine/Pumper, brand to be determined by bid outcome. This was advertised on March 19, 2023, and April 9, 2023 with a bid close date of April 19th at 2:30 p.m. Two bids were received, and the opening of bids was performed at 2:30 pm on April 19th, 2023, at Kalispell City Hall. The bid from E-One Fire Apparatus with options as specified was $907,000. The bid from KME Fire Apparatus with options as specified was $1,013,530. Costs for new Fire Apparatus are changing monthly due to supply chain difficulties, upcoming increased Federal Emissions standards, Manufacturers back log for apparatus, etc. We received these bids just prior to an additional $50,000 costs for Cummins Engine re -design costs. We avoided this additional increase but gives us insight as to what is happening to the costs of Fire Apparatus. RECOMMENDATIONS: Award the bid for (1) New Fire Engine/Pumper to E-One Fire Apparatus in the amount of $907,000. FISCAL EFFECTS: This apparatus will be financed through the State of Montana.
