Jeff Zauner called the meeting to order at 4:14 PM
Approval of Minutes: Jeff asked for a motion to approve the City's minutes from February 22, 2022. Brian motioned
to approve minutes and Jeff seconded motion. All voted in favor to approve.
Public Comment: None.
Agenda Items: Dan Pierce reviewed Fire's final exhibits for the report, including updated CIP costs, equipment
needs, and new stations needed to support growth in the next 20 yr. planning period. Doug
Overman went through Police's updated summary of data used to calculate and support Police's
impact fee calculations, including police employees per building space, police employee per city
population, and costs per building square foot. Also discussed the recommended 2015 impact fee
numbers and what was adopted and how it compares with the current numbers calculated. Both
Fire and Police's commercial allowable fees are higher than residential compared to the last
report. This is due to the shift in call logs which indicates both Police and Fire are responding to
more commercial calls than residential. Dan and Doug both stated there has been a significant
increase in calls to the commercial areas north of town. Also discussed whether newly annexed
areas (with existing development) should be charged impact fees. Dan and Doug both indicated
newly annexed areas would increase their call volumes as they are not currently part of their
support area. The committee agreed newly annexed areas should be charged Police and Fire
impact fees and wanted language added to the report to support this. Jeff asked for a motion to
approve the Police and Fire Final Exhibits used to calculate the impact fees, Brian motioned to
approve, Jeff seconded approval, all voted in favor. Jeff indicated when council reviews the
reports, he would like to provide an exhibit which shows the 2015 allowable impact fees and then
what fees were adopted vs just showing the current Police and Fire impact Fees.

New Business: Next meeting tentatively scheduled late September 2022 to review Draft Final Fire & Police
Impact Fee Reports.
