Ordinance 1905 — Second Reading — Vending Permit and Special Event Permit Fee Adjustments a This ordinance considers revising the Parks and Recreation fee schedule for vending permits and special events and defining how long special event permits are valid. City Manager Doug Russell provided the staff presentation on this item. 07.09:06 PM (00:12:22) Public Comment Mayor Johnson opened public comment. 07:09:12 PM (00:12:29) Pam Carbonari, Public Comment Ms. Carbonari spoke as the Executive Director of the Kalispell Downtown Association saying that the vending permit fees already do not cover staff time and does not feel that an increase is appropriate saying that the fee may be too prohibitive for vendors. She then said that the city should ask the event organizers to ensure all requirements are met. She would like further public discussion on this. 07:12:35 PM (00:15:52) Motion and Vote to approve Ordinance 1905, an ordinance amending Ordinance 1741, codified at KMC 15-12, vending in the public way, regarding vending fees and event length for special events, declaring an effective date and authorizing the City Attorney to codify the same. She provided details regarding why she is concerned about traffic impact. 01:42:24 Rodney Fowler, Public Comment Mr. Fowler at 115 Grouse Haven Way spoke in opposition to this item explaining why he feels the zone change and plat is not appropriate. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: • The next work session will include a discussion on planning fees, a buy -sell with Burlington Northern, and capital improvement projects. He spoke regarding the high price of construction and the related delays. Pre-treatment will be tentatively scheduled for the following work session. • The work session on May 8 will be a budget discussion and then a second budget work session is scheduled for Tuesday, May 16. • Manager Russell will be attending a state-wide City Manager meeting May 9 so they can discuss state legislation changes and consequences. • At the April 10, 2023, work session the meeting will not be live on Channel 190 or on the website as it normally would be as we will be remodeling the technology in the Council Chambers. It will still be live via Zoom video conference. • City Manager Russell provided a state legislation update. Manager Russell was relieved that House Bill 865 died on the house floor explaining why. He then talked about legislation related to the number of council seats. 02:40:28 Councilor Daoud said the recent trip to Washington D.C. for the National League of Cities and Towns was very productive. Councilor Daoud then spoke regarding public comment received. He then sent out a plea to the other communities in the area to come to the table and help the housing situation. 02:42:38 Councilor Hunter also said the recent trip to Washington D.C. was productive. He then spoke regarding the desire for a work session related to looking into installing solar panels somewhere on city property and possible related grant opportunities. 02:43:47 City Manager Russell spoke regarding the challenges within this budget year and how the solar panel topic may emerge during budget discussions. 02:44:29 Councilor Graham spoke to his frustration with other area communities that are not approving developments that are greatly needed. 02:45:58 Councilor Nunnally would agree with Councilor Daoud and Graham about frustrations with the lack of approvals in other communities. 02:46:30 Councilor Carlson spoke regarding comments she has been hearing and her position regarding housing. 02:47:10 Councilor Gabriel spoke regarding the current extreme expense of home construction and remodel. Mayor Johnson then spoke regarding his frustrations with area cities related to the lack of development approvals and conversations and comments from elected officials in other cities. Mayor Johnson asked Councilor Graham about an upcoming meeting he will be attending with the Governor at 11 a.m. on Wednesday at the High School regarding House Bill 257. J.
