City Airport Statement by George Ostrom 11129109
Dear Kalispell Officals and fellow citizens:
This is a long time citizen's view of the current city
airport issues, and deals with relevant points not fully
assessed by opponents of airport plans. A few vocal antis even
present unproven "facts", ie "A majority are against the
airport." Where did they get that ??
!. Noise- In my opinion, "disturbance" by aircraft is being
exaggerated by a few. The last 50 years I've lived beneath the
downwind leg Of most landings. Can't recall being upset. Any
resident is more likely to hear vehicles, fire ambulance or
police sirens, especially at night. I often hear the ALERT
copier go over and give thanks. Those sounds are necessary parts
of today's way of life.
2. Safety- My childhood home was on fifth Avenue West under
the base and final low altitude landing legs. Has any resident
there ever been hurt? No! New improvements will make it even
safer.
3. Busines- The Kalispell Airport was a vital part of
brother's Bell Manufacturing Co., and my Personal News, and
realestate businesses. Like so many others, we constantly
utilized the airport to the advantge of business and our
customers. New generations of hard working business people are
using and need that same vital resource.
4. Medical- Uncounted are sick or injured who've been helped
or saved by availability of close -in flights to hospitals in
Missoula, Spokane. Seattle, and elsewhere. Ted Parod began
farsighted ALERT operations there.
5. Space Age- Airplanes are here to stay, and young people
deserve opportunites to take part. Military pilot training
programs were vital during WW II. Brother Ritchey. a Korean War
Navy Air Force veteran, earned wings by cleaning hangars in his
teens. Same with Teddy Van, airline Captain. A highlight for my
daughter Heidi was learning to fly while in highsohool. Just
three among hundreds of young people who benefitted from that
experience - because "the Kalispell airport is there." One more
reason it is a leading, prosperous municipal flight center in
Montana. Glacier international is a Flathead blessing but
doesn't fill the same unique miche.
6. Other Issues- These uses are understood by people who
know the real role city aircraft play in our daily lives, such
things as air -taxi, recreation. fish and game management, fire
patrols, search and rescue, freight delivery, crime controls,
FAA. CAP, conventions, ad infinitum.
7. personal Choice- How do people "bothered" by airplanes,
explain settling near an airport? Justifing that choice should
be an honest part of their "public statements." A dirt runway
was there when T was born in 1928.
1 feel it is time everyone took a deep breath and honestly
looks at the complete picture. Working together we should get
this vital business done in the best interest of our ENTIRE
community's future.

Dear City Council Members:
I listened to Greg Goode present his opinion at the Planning Board advocating for airport expansion. Mr. Goode is aptly
named as he is a good and decent man. Mr. Wise's family spoke at the same meeting on his behalf against the expansion
and Mr. Wise is also a good and decent man. The public especially those residents living in the western and southern
sections of Kalispell in attendance clearly represented by majority voiced their opinion: no expansion or move the airport
site. I have seen on the county level, decisions made by the Commissioners in land use issues which have only resulted in
litigation. There is a lawyer out of Helena who is 6-0 - six wins against the county. I'm very concerned this airport
expansion could take a litigious turn and that becomes expensive and counter productive. I don't like my tax dollars used in
that fashion. I would recommend that the parties - Mr. Goode and one other airport expansion proponent, a representative
of Mr. Wise, Steve Eckels, a citizen from southern part and western part of Kalispell along with the City Planning Director
meet to come up with a proposal that would work for all parties. If parties are part of the solution process - they usually
come up with a solution and a resolution. I don't support condemning private property and to move the airport process
along - my opinion is an alternative must be embraced. After all, 13 years have already passed and the changes are so
significant to the landscape that new ideas and new thinking are just required now for the city airport. I do not know if the
public hearing will be held at the Hilton and I don't ever recall any public hearing held at any other venue other than City
Hall - so I am concerned again of the "messages" that can be interpreted to make it appear as if the council has already
made up its mind and that this is a "done deal."

Hi,
I just wanted to state that we live on Wilson Heights and over the last year or two have really noticed a lot more noise
than ever before, especially due to helicopter flights. The noise can start early in the morning and go all day on an
irregular basis. We used. to enjoy being outdoors and having peace and quiet on weekends but those days seem far gone.
Not only will we soon have the noise from the bypass but possibly more and more plane/helicopter noise. If there is any
way to reroute the air traffic so it will not affect so many in and near town, I am sure we will all be appreciative. Also, I
am against any increase in the air traffic at the city airport unless the flight path is changed.

our property. We believe that the towers are still standing in the same place as they were
16 years ago. Needless -to say we have been held hostage by the City of Kalispell just as
our father always smcL
While we wait for the City to make a decision on the airport expansion we are still
payina property taxes. Our taxes have been increasing every year and this year we will
be paying $13,597.00 on vacant land that cannot be sold or built upon. We have spoken
with attorney Dale McGarvey who said, "This is a case of Condemnation Blight; the City
of Kalispell is taking your property rights without paying just compensation7.
The City paid Jim. Kelly to appraise our property last September and we were
notified in February that the City was ready to buy our property. We started
communicating with Mr. Leistiko and he was offering to purchase our property for
$477,420.00. The actual value on the appraisal was $600,000.00 and the sewer
connections our father paid to put in were never included in this appraisal. Also, the road
and taxiway easements were subtracted from the total acreage, what had been appraised
was not the total parcel. Our Attorney sent a letter to the City Attorney stating the errors
and our concerns with the Kelly appraisal. We also had our own appraisal done, taking
into account what our property would be worth if the city was not extending the runway
and denying our property rights. Our appraisal shows a value of $815,000.00 and our
new tax assessment notice has a market value of $2,041,657.00.
We ask the City of Kalispell to make a decision and not table this issue for several
more years. If you want to purchase our property lets enter into fair negotiations. If you
decide not to buy our property, please release it from the T.I.F. district and please stop
telling our buyers that you have plans to condemn our property.
We have documentation to the above statements and will supply whatever is
needed to resolve this issue. The City Airport has been a great asset to our Valley; it
should be kept and operated as a small facility or moved to a different location,

Please accept the following comments on behalf of Citizens for a Better Flathead for the City
Council public meeting held on November 30, 2009 at the Hilton Garden Inn at 7:00 pm.
We would like to extend our appreciation to you for taking the time to address this complicated
process and for encouraging and facilitating heavy public involvement.
Questions:
• Aircraft generated noise is of concern to surrounding neighborhoods. Has there been
projections made calculating the noise generation with the expansion of the airport? If so,
will these projections exceed current levels and will there be measures in place to ensure
noise levels will not increase with the expansions? If projections have not been
calculated, are there plans to do so?
• Noise pollution and air pollution are issues that effect surrounding neighborhoods and
city of Kalispell. Is the city planning on eliminating flight training, including helicopters
and any touch-and-go flights over the city limits in an attempt to curb potential negative
impacts to the citizens of Kalispell and surrounding neighbors?
• Because the risk of crashes is prevalent and with recent events in mind, will increased
standards be placed to ensure greater safety of people and homes on the ground in the
event that something does go wrong in the air? Can you provide sample policies?
• In the event of a crash, does the city along with federal government have a system in
place that will reimburse effected parties on the ground for damage or injury? If so, are
there plans to set up an emergency fund for this purpose? If there is no system in place
yet, are there plans to address this issue and to create a system?
• Kalispell has a certain charm to it, which is attractive to travelers and potential land
owners and business owners, which makes it an economic asset. How will the expansion
effect the "charm factor" of Kalispell, and what will the effect on property values in the
surrounding be? If these issues have not been addressed, are there plans to do so? Are
studies from peer communities available to compare possible impacts?
• It is important that, if this expansion is to move forward, there will be some level of
benefit to tax payers. Much has been said about the economic benefit of the airport to the
city. Public understanding of this would be enhanced if the history of the operational
expenses and income of the Airport, as it has operated up until now, were made available
to the public. With this in mind, can you make this history available to the public? Have
calculations and projections as to what the economic impacts and benefits to tax payers .
been made? If not, are there plans to do so?
Among various other factors that can help provide a benefit to tax payers, are there plans
for the city to institute reasonable take -off and landing fees that could help offset any
economic damage done to property values and the character of the city?
Westchester County Airport (WCA) serves New York and Connecticut as an alternative
to New York City airports. WCA was one of the first airports in the country to put in
place a full time Noise Abatement Office, install a Noise Monitoring System and a 24
hour noise hotline for citizens to register noise complaints, a which point all noise
complaints are investigated. With the expansion are there any plans to create a system,
department, or office that will specifically address noise issues and for noise complaints
to be filed and followed up on? (This would be in conjunction with standards to keep
noise within specified acceptable levels)

People have spoken and have been heard. It's obvious that the majority of
people of Kalispell do not want an expanded or reconfigured F.A.A. funded City
Airport at this location or we would not have been able to convince the Mayor
and Council Members to be having these scoping meeting.
We thank you Mayor and City Council members.
They have realized that we have already read the E.A.'s and Site Selections
Reports and Feasibility Studies and Master Plan Report and have attended many
Council meeting in opposition and that we have heard the Pro's and Con's for
the last eight years. The residents and taxpayers voice is now to be heard and
recorded. This is not all what we want. It's not all about asking and getting
questions answered about the expansion of the airport at this location, we are
not there for another line of sale pitches.
These meetings are here for you "Mayor and Council Members" to hear what the
people want and are saying.
So now the questions concerning the airport expansion should be directed in
options available for an expansion of the airport in a different location (refer to
Site Selection Study #4 and #5), or maintaining the airport as it is with better
management without F.A.A. funding and with residents rules of activity, Move it
to GPI, that's a free -bee and develop the 77 acres for other usage, or close it and
sell it for redevelopment.
The People are saying F.A.A. funded Expansion at its present location is no
longer an option regardless.
The people of Kalispell are NOT saying no to expansion, they are saying
NO to expansion to the airport at this location, for reasons already known
and noted above. Including:
1. Don't want more aircraft traffic in this area.
2. Don't want more aircraft noise in this area.
3. Don't want louder aircraft noise in this area.
4. Don't want more aircraft danger in this area.
5. Don't want larger aircraft flying over our heads in this area.
6. Don't want faster aircraft flying over our heads in this area.
7. Don't want faster and larger aircraft flying over Schools and Daycares in
this area.
8. Don't want turbo prop aircraft flying in this area.
9. Don't want Jets flying in this area.
IO.Don't want aircraft that use Jet fuels flying over our neighborhoods in
this area.
11.Don't want F.A.A. control of this track of land in this area.
12.Don't want more rules and regulations controlling this track of land in
this area, (39 assurances).
13.Don't want condemnation and forcing people to sale their property in
this area.
14.Don't believe it's cost effective to expand the airport in this area.
15.Don't believe it's the best use of city owned property and assets in this
area.
But there are some of those regardless of what the residents and taxpayers
want are still trying to sell this expansion idea at this site to the city council.
You can question and answer each one of the above DON'T's all you want, it
will not change the FACT that the people don't want the F.A.A. funded
expansion there. But again we would not be here if the residents and taxpayers
had not convinced the Mayor and Council Members this is not best for the
community. The people are not enemy's of the airport people. We are asking
and suggesting compromise and a workable Win/Win solutions and
alternatives. There are a lot that do not want to hear that. They want the
expansion here and now and don't care what the people want or who they have
to step on or lie to or take property from. There many that are stubborn and
bull headed and unwilling to compromise with level headed concerned resident
citizens and taxpayers in solving this issue.
The airport management has mismanaged the City's assets in their objective
and agenda to manipulate and to attain F.A.A. funding to expand this airport at
this location and have misused the taxpayer's funds and trust. They have put
the Cart before the horse. Spending up to three million dollars on preparation
of the expansion before getting the contract or following the rules of procedure
with F.A.A. by not securing the mitigations of the Radio towers and the needed
property FIRST. Not even asking the property owners if they would sale, before
such expenditure's. All the time acting as if this is a done deal and also not
even securing the proper E.A. updates and time limits to proceed. There have
been a number of rules and guidelines that have been broken and deliberately
not followed. The people are asking you to put a stop to this type of practice
and to correct the damage done.
Here are some questions that I would like answered, let's be truly transparent:
1. Who of the City Council members want to use F.A.A. funding to expand
the Kalispell city Airport at its present location?
2. Who of the City Council Members will vote to use condemnation of land
of owner's property at this present location?
3. Who of the City Council Members have fully read and understand the 39
assurances that the F.A.A. wants to put upon the citizens of Kalispell as a
result of this expansion?
4. Who of the City Council Members are willing to put the F.A.A. funded
Expansion to vote to the resident's of Kalispell? ( expand elsewhere or
close the airport )
5. Who of the City Council Members are willing to give full account and full
disclosure of the costs and condemnation- actions needed before hand to
do this expansion- to the public?
6. Who of the City Council Members knew that Mr. Lesiko was putting the
Cart before the horse, in his actions to secure F.A.A funding for the
expansion of this airport?
7. Who of the City Council Members do not think they need to not answers
and act on all the people's questions? (Just pick and choose)
This is a vital part of the future of Kalispell. The full Council needs to provide
leadership. The Council should be guided by the public's concerns and
opinions. This is not a situation for the staff to decide contraire to some
council member's beliefs, or for a consultant to come up with all sorts of
alternatives in areas that the Council has no intention of following.
We want to give answers to your questions. Ask us! Again this is not a situation
for the staff to decide. Council members need to take control and responsibility
of this issue and do the will of the people of our Community.
And now I as a resident and taxpayer of this fine community, I would like to
put forth my assessment and recommendations and opinions to the Council to
solve this issue.
1. Consider all options of relocation of the City Airport for all the people's
benefits, including Aviator's, business, and residents.
2. Consider locating it in such a place that we can have a 4,700 B-2 wide size
runway for the aviations community, so they can expand business
opportunities for the City and not be limited.
3. Support and help to apply for F.A.A funding and State Funding for this
type of Airport relocation plan, including F.A.A. assistance to relocate the
business at the airport, but be transparent to all parties involved.
4. Ask and be pacific on this type of E.A. directed at this idea.
5. Apply for the Federal Government redevelopment grants for the old
airport area and the of area.
6. Ask for public ideas and form scoping committees.
7. Explore alternate uses for this 77 acre tract of land.
We got our Alternate Motor Route in; we can get our Alternate Airport Location
also. Protect the quality of life in our City.

As an old timer)l would like to know if there will be a detailed scouting made to the
public of where our money was spent and how?
Also how and to what degree the local economy has benefited?
Finally, how can the town, county and public can work in unity? For example without a
taxi service even a plane load of tourists will be very restricted and have to walk to
Mooses. Only the very rich can afford a limousine and stay at the Hilton.
What plans are there to work together? Will town meetings continue/

I sat at the discussion last Monday and do not believe when you expanded Kalispell to 10
miles long and 2 miles wide you took into consideration the lack of infra structure needed
to expand that far. The public works, police and fire department all told you they need
equipment replaced and more staff and more thought put into managing the new areas
and you continued to ask them to reduce their budgets.
Please tell the community of your ideas to privatize sewage, water and waste removal so
your budget items will remain stable and the private companies can raise the billing on
people of Kalispell. Don't hide this under the radar and get the deal done before the
public is told.

invested in the Airport UPGRADE/IMPROVEMENT to this
date - all with City Council approval.

place to date has turned what was once a liability
into a positive asset.

in recognizing and giving weight to the advice of
their own Airport Advisory Council in any of their

Comments on Kalispell City Airport

Safety is my major concern with the Kalispell Airport. I work at the Flathead County Supt. of
Schools and, among other duties, gather statistics on county schools. Here are some statistics:
There are five (5) schools within a one -mile radius of the Kalispell airport, as follows:
Hedges elementary — 329 students
Elrod elementary — 308 students
Flathead High School —1406 students
Stillwater Christian School — 293 students
St. Matthews School — 262 students
These schools are not as close to the airport as the site of the plane crash into the horse corral
last year, but about the same distance as the site of the plane crash into the house 4 years
earlier.
Allowing the city airport to continue operations at the current site is questionable without
restrictions on hours of operation and size of aircraft. Making plans to lengthen and widen the
existing runway that would accommodate larger, louder, more potentially lethal aircraft is mind
boggling insanity. As was described to our group by a veteran pilot who had been around
airplanes and airports all his life --instead of wrecking a house and killing the dog on the porch, a
crash of these larger aircraft (turbo props and small jets) could flatten a city block.
As indicated by this last election, the people of Kalispell want a change of direction and one of
the main issues is the city airport. I urge the council to drop plans to expand the runway and
put together a committee from residents of city neighborhoods most affected by airport
operations and city residents who use the airport to formulate rules for the use of the facility,
maximum size of aircraft and hours of use.

Historic District or Airport Affected Zone?

We frequently hear proponents of the city airport say that "the airport was here
first," as if to imply that all the homes in the Airport Affected Zone were built after
the airport was already there. To set the record straight, this is not true. All you
need to do to refute that claim is to walk around and look at the National Register
of Historic Places signs in front of the houses on the east and west side. Most of
those historic houses are around 100 years old, or older, including my house,
which was built in 1909. These historic homes were here before the airport was
built, but they are now in the Airport Affected Zone. The Courthouse, Flathead
High School, and St. Matthew's Church, among others, were also here first, and
they are now in the Airport Affected Zone.
Kalispell recently received a grant, to use with matching funds, to update the
survey of historic buildings in central Kalispell. One of the stated reasons for
doing the survey is to help Kalispell become a tourist draw. Kalispell has the
potential to have a charming, historic downtown area, with plaques and walking
routes for historical tourism, highlighting Kalispell's rich history. There are
residents in Kalispell who are pursuing this goal. However, if flight school
students and other pilots are going to be flying over the historic areas, creating
noise and distractions, we will seem more like a commercial center rather than a
pleasant town that can attract tourists.
Do we want to emphasize the historic value of the downtown residential areas, or
do we want it to become a blighted, low -rent district as people move away from
the airport? What is the city's long-range plan for preserving the historical value
of the downtown residential area? The suburbs can grow endlessly, but there will
only ever be one historic downtown residential area in Kalispell.

Our current economy in the nation and in Kalispell is in
poor shape. The City airport is a boost to our economy for
several reasons, numerous people are employed either
directly or indirectly by the small businesses at the airport,
the city airport encourages tourism which is one of our few
surviving industries in the valley and it represents a "soon
to be" shovel ready approximately 14 million dollar
project. Why would the City of Kalispell discourage these
economic benefits and what possible alternatives are there
that are of equal economic benefit?

As concluded in the MDT 2008 Montana Economic Impact of Airports Study
prepared by Wilbur Smith Associates — Kalispell City Airport ranked Number 1
in Total Economic Activity for High Volume General Aviation Airports and
ranked Number 8 among all of the 73 airports studied.
Question
What consideration will the City Council be placing on the Total Economic
Impact of the Kalispell City Airport (1) as it now exists and (2) its potential
impact when the new construction is completed and at the point of stabilized
usage?
Comment — Noise and Safety
It is apparent that noise and safety issues are several of the major concerns of the
Quiet Skies Group.
Question
What decline (if any) in the Values of Residential Real Estate, measured in terms
of Dollars and Cents, can be directly attributed to the sound producing effects of
aircraft using Kalispell City Airport?
NOTE: Same question can also be related to the issue of safety.
An opportunity to invest in the long term future of Kalispell with the Federal Government paying
for most of the costs should not be lost.

ECONOMIC IMPACT
ANALYSIS
Economic impacts at an airport are measured through employ-
ment, payroll, and output (spending). On -airport business and
government activities (direct impacts) account for a significant
portion of an airport's first round economic benefits. Additional
first round benefits are also linked to visitors who arrive via the
State's system of airports (indirect impacts). Spending by these
visitors supports additional employment and associated annual
payroll. These first round impacts create additional spin-off
benefits that ripple through the economy. These second -round or
induced benefits were measured with Montana -specific IMPLAN
multipliers. When combined, first round and second -round ben-
efits equal the total economic impact associated with each airport.
First -Round Impact
In 2008, there were eight aviation -related tenants on the airport,
including airport management, who supported over 96 employees.
These tenants' direct or first-round employment, payroll, and
output impacts were derived from survey data. Direct output
from all on -airport aviation -related tenants is estimated at $7.3
million annually. The estimated direct annual payroll of these
tenants is $3.4 million. Operational data indicated that approxi-
mately 19,980 visitors used the airport. Visitor -related spending
supported an additional 144 full-time jobs for employees earning
over $2.8 million annually. Indirect output from general aviation
visitors is estimated at $7.5 million.
Second -Round Impact
The first round impacts associated with on -airport tenants
and general aviation visitors also create second -round impacts
throughout the State. Second -round impacts are induced impacts
calculated using the Montana specific IMPLAN multipliers. The
accompanying table presents the 2008 first round, second -round,
and total impacts for output, payroll, and employment as they
relate to on -airport tenants and general aviation visitors.
Total Impact
For 2008, the total output (including first round and second -
round impacts) stemming from all on -airport tenants and general
aviation visitors to Kalispell City Airport was approximately $24.2
million. Total full-time employment related to airport tenants
and general aviation visitors, including all second -round impacts,
is estimated at approximately 359 persons, with a total annual
payroll (first round and second -round) of approximately $10.1
million associated with these jobs.
QUALITATIVE BENEFITS
In addition to the economic benefits described above, Kalispell City
Airport provides access and services that promote the well being of
the local community. The airport is primarily a base for recreational
flying, corporate aviation, law enforcement activity, and forest and
rangeland firefighting activities during the warm months of the
year. The airport is also used extensively for aerial wildlife sur-
veys and as a gateway for visitors to the area's resorts. Helicopter
and airplane flight instruction is another regular activity at
Kalispell City Airport as are charter service and scenic tours.
Kalispell Regional Medical Center in Kalispell, Montana and
Northern Rockies Medical Center in Cut Bank, Montana utilize
Kalispell City Airport as well. A survey of 35 hospitals in Montana
gathered data to obtain information relating to how often hospitals
use airports in. Montana to bring in specialists from out of the area,
as well as how often airports are used for patient transfer. Survey data
indicated Kalispell Regional Medical Center uses Kalispell City Airport
and Glacier Park International Airport 24 times per year on average to
bring doctors and specialists to the hospital to conduct clinics. These
doctors fly in from Missoula, Spokane, WA, and Seattle, WA. The hospital
also uses Kalispell City Airport 36 times per year on average for emergency
patient transfer via air ambulance.
Other aviation activities that occur occasionally at Kalispell City Airport
include agricultural spraying, aerial inspections of pipelines and electric
transmission lines, search and rescue operations, medical shipments and
patient transfer, aerial photography, real estate tours, banner towing, sky
diving, and hot air balloon and ultralight aircraft operations.
According to airport management data, the major airport users include
Barrett Aviation, Northern Lites Aviation, B&B Properties, Red Eagle
Aviation, and Diamond Aire. FAA data indicates the following businesses
utilized the airport during the past year:

the City Council Should Consider Before Making A Decision.
1. Historically the operation of the airport cost the city more money than
it received from the users. What is the current financial situation? Do
not the actual numbers for the last two fiscal years indicate the Airport
takes in less money from fees and leases actually connected to the
airport than it spends on operations and depreciation?
2. From a long-term perspective is this the best location for an airport? If
the airport did not already exist at this location, would city
government be recommending one for this location?
3. If the airport is such a strong engine of economic growth why is it
necessary to create a TIF to finance improvements? Why not ask for
a bond to cover the cost of improvements?
4. In 1999 the primary goal of the Kalispell City Airport Neighborhood
Plan was "to redevelop the airport to meet the B 1 design standards of
the Federal Aviation Administration." The Airport Feasibility/Master
Plan completed in 1999 by Morrison —Maierle examined "the
feasibility of upgrading the status of the existing airport to a B-11
Utility Airport" including a 4,700 foot runway 75 feet wide. For what
exact level of use is the airport being redesigned? In terms of use how
will it differ from what presently occurs including the number, type of
planes and hours of operation?
5. If the City of Kalispell accepts FAA money what does that mean in
terms of regulating the number, types and times of landings and
takeoffs? Can the city impose stricter regulations than those
recommended by the FAA? Could even touch and go landings be
prevented at midnight?
6. At the present time are there any regulations that are more than
suggestions or encouragements that attempt to control noise and hours
of operation? If so how are they enforced? If not why not?
7. Considering all sources how many city tax dollars will be necessary to
finance all the Recommended Actions listed in the South
Kalispell/Airport Redevelopment Plan?
8. Will the condemnation process be used to acquire land necessary for
expansion?
9. Are there any non -pilot, local neighborhood members of the Airport
Advisory Committee?
10. Apparently the airport is being excused from the requirements of the
newly created noise ordinance. If the expansion plans go through is
there any level of airport use that the city council would consider
detrimental to the quality and safety of life for the citizens of
Kalispell? Where would that line be drawn? How would it be
enforced?
11.Just as some motorcycles can cause more noise than large trucks some
planes like those with super charged engines cause more noise than
others of the same or greater size. Are there regulations limiting the
noise of individual planes to a certain level?
12. What size cargo planes would be able to use the airport if the
expansion is approved?
13. On pages 20 and 21 of the South Kalispell/Airport Redevelopment
Plan it states that the City has agreed to the land and airspace
necessary for a B-11 facility so "developments options are not limited,
provide potential expansion protection, and safety buffers in the
runway approach areas." These comments indicate there are even
more proposals for expansion in the future. What ultimate design for
the airport does the city have in mind?
14. The FFA apparently requires a 10,000 foot horizontal surface to be
protected around the airport. Does this require a real estate
notification for property transfers through out most of Kalispell
reading "the property being transferred may be subject to noise,
vibration, chemicals, odors, hours of operation and other associated
activities"?
15. Given the FAA requirements for height limitations and land use
around a fully expanded Airport does this have any implications for
the long-term growth of Kalispell especially for vertical growth?
16. According to the 2002 EA the number of landings and takeoffs were
around 40,000 per year. How was this number calculated? How
accurate is it? The same questions apply to the $24,182,800 in
economic activity attributed to the Airport by the Montana
Department of Transportation.

When the city airport first came to be, it was out of town. Now, with the expansion of
Kalispell, it is becoming surrounded by homes and businesses.
In attending planning board meetings and South Kalispell Redevelopment open houses
my neighbors and I have been told:
1. The larger airport has to have an on site fire station and equipment.
2. The animal shelter would have to be moved. Has anyone told them? They are
planning an expansion.
3. Cemetery Rd has to be redesigned by putting a curve in it to allow the runway
protection zone the space it needs. That will involve using some of the EPA property and
an equal section of Siderius Commons property will be acquired to maintain the required
continuous 40 acre EPA parcel.
I cannot believe the FAA money will cover all that. The tax payers will be paying for a
lot more than they are being led to believe.
As I live on Cemetery Rd what happens to my property value or for that matter my
property? If this goes to a vote do my neighbors and I get to vote?
All in all, I believe the City Airport should be moved to Glacier Park International and
the property developed for the use and good of the entire populace. Look to the future.

This document is a draft Government Resolution that states the city, county and federal officials are willing to
assure the following citizen protections. The assurances must be supported with factual written evidence.
Failure to sign the document means that the city, county and federal governments are not able to assure
these protections.
The City, County and Federal Aviation Administration assures the public:
1. Less noise: The expansion of the airport will result in noise that is equal to or less than the current amount of
noise. The city will re -draft the "airport affected zone" to reflect the anticipated noise reduction, before any
further steps are taken towards expansion/realignment.
2. Greater Safety: The expansion of the airport will result in greater safety to people on the ground.
3. Will not have a negative affect property values: The expansion of the airport will not have a negative
affect on Kalispell's "charm factor" or property values.
4. Humanitarian Fund for Accidents: In the event of a crash, the city and federal government will reimburse
people on the ground for damage or injury. The city will maintain a humanitarian emergency fund of one
million dollars for this purpose. Why should people on the ground be responsible for accidents that they have
nothing to do with?
5. Maintain airport with staff and office, and charge landing and take off fees to non-residents: The city
will generate money from the airport in the form of reasonable take off and landing fees. The money will be
reinvested in the airport -affected zone to upgrade neighborhoods. (There is a fee to use the Buffalo Hill Golf
Course. Why should we not charge a fee for the use of the airport?) There would be a city office and staff
person at the airport to collect fees and answer telephone complaints. The airport office will be staffed by a city
official during airport operations.
6. Restrict or eliminate training flights over city limits: The city will restrict or eliminate flight training over
the city limits, including helicopters and any touch-and-go flights. Snowmobiles and cigarette smoking are
illegal in public spaces — the airspace belongs to the federal government (public). Lost revenues will be
recovered through take off and landing fees.
