Resolution 6129, Planning Fees Development Services Department 201 1st Avenue East Kalispell, MT 59901 Phone: (406) 758-7940 Fax: (406) 758-7739 www.kalispell.com/planning REPORT TO: Doug Russell, City Manager FROM: Jarod Nygren, Development Services Director SUBJECT: Resolution for Planning Fees Increases MEETING DATE: April 17, 2023 BACKGROUND: Council held a work session on April 10 regarding the planning fees and indicated it was prudent to look at increasing the planning fees in order to cover planning services costs. Staff presented three options for Council to consider, which included 75, 100, and 125 percent increases of the existing Planning fees schedule. Discussion indicated that a 100 percent fee increase was prudent with a mechanism for yearly increases going into the future. A 100% increase would bring planning fee revenues up to approximately $336,000.00, roughly paying for existing department services under the fiscal year 2023 budget while being more in line with the fees charged by comparable municipalities. Accordingly, staff has drafted a 100% fee increase that includes a provision for a 5% increase each fiscal year (July1). RECOMMENDATION: It is recommended that the Council approve Resolution 6129, a Resolution amending Resolution 5741 revising the City of Kalispell Planning Office fee schedule and setting an effective date. FISCAL EFFECTS: Fee updates will increase the revenues (estimated at $168,000.00) to the City in order to cover planning services costs. ALTERNATIVES: Deny the request. WHEREAS, the land use planning services provided by the Kalispell City Planning Office include, but are not limited to, plat reviews, applications for growth policy amendments, annexations, establishment of and amendments to zoning, applications for conditional use permits, flood plain reviews and appeals; and WHEREAS, it is prudent and necessary from time to time to review and amend the fees charged to the public that utilize the services of the Kalispell City Planning Office so that the costs and expenses of that office are equitably distributed; and WHEREAS, the fee schedule of the Kalispell City Planning Office, attached hereto as Exhibit “A”, equitably assesses the various fees to cover its costs and expenses and is anticipated to provide the necessary revenues to fund the Kalispell City Planning Office for fiscal year 2023-2024. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION 1. The Kalispell City Planning Office fee schedule, attached hereto and fully incorporated herein by this reference, shall be and is hereby established as the valid and enforceable fee schedule of the Kalispell City Planning Office for those services provided and to remain effective until later amended or repealed. SECTION 2. This Resolution shall become effective immediately upon passage by the City Council and approval by the Mayor.
