2. Postpone Awarding the Kalispell Water Tank and Wells Project
This item considers postponing action for all schedules and alternates for this
project until the April 17, 2023, council meeting.

1. Ordinance 1904 — Second Reading — Roadway Transactions
This ordinance considers restricting unlawful transfers on roadways.
2. Ordinance 1905 — Second Reading — Vending Permit and Special Event Permit
Fee Adjustments
This ordinance considers revising the Parks and Recreation fee schedule for
vending permits and special events and defining how long special event permits are
valid.
3. Resolution 6124 — Recreation Programming and Park Reservation Fees
This resolution considers revising the fees charged for recreational programs and
park reservations. This item was postponed during the March 20, 2023, Council
meeting. Discussion will resume from the pending motion.
4. Creekside Subdivision
This item considers annexation and initial zoning of R-4 (Residential) and a major
preliminary plat for a subdivision on 24.51 acres with 103 dwelling units at 1111
Farm -to -Market Road.

5. Stillwater Village
This item considers a request for a zone change from R-2 (Residential) to R-4
(Residential) on 182 acres, and a major preliminary plat approval for a subdivision
with eight phases containing 181 lots and park area and access located south of
Silverbrook Estates, west of Highway 93 and Hagerman Lane, north of Northern
Pines Golf Course and bordering the Stillwater River.

6. Resolution 6128 - Bitterroot Heights No. 2 Preliminary Plat
This item considers preliminary plat approval for a subdivision with 13 single
family lots and park area on 4.2 acres at 249 Three Mile Drive.
7. Ray of Conditional Use Permit
This item considers a conditional use permit to expand the existing facility at 46
Fifth Avenue West with a garage on the rear of the lot with an apartment above.

Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the Council, at the time designated in
the agenda or as directed by the Council, by stepping to the podium or microphone,
giving that person's name and address in an audible tone of voice for the record, and
unless further time is granted by the Council, shall limit the address to the Council to
three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the
Council or Staff.
No person, other than the Council and the person having the floor, shall be permitted to
enter into any discussion either directly or through a member of the Council, without the
permission of the Presiding Officer.
d. No question shall be asked of individuals except through the Presiding Officer.
