BACKGROUND: Attached for your consideration is Resolution 6124, revising the Recreation
and Parks Fee Schedule. The last time we proposed increases in fees to council was for fiscal
year 2020. We have recently reevaluated our program direct costs and performed a cost analysis
of our fees/revenues while looking at the overall benefits to those we serve. Inflationary costs,
since 2020, have impacted on our ability to provide programming at the same price point.
A few highlights of consideration related to proposed fee adjustments include:
• The after -school program is still essential to our community for working parents. This
program provides a safe, fun, and educational opportunity to kids who may otherwise be
unsupervised after school. However, wages and supplies have continued to increase.
• Partner Programs (highlighted in orange on the fee schedule) fees are usually set in
collaboration with other organizations and revenues generated are split between the
parties. Partner Programs include reduced pricing to the community that we have
negotiated and limits our related programing expenditures.
• We plan to continue offering free community events (highlighted green on the fee
schedule). We receive sponsorships to cover the direct costs of the event and often utilize
volunteers, food donations, and paid sponsorships to keep the event free. We continue to
work on developing these free community events.
• Pool daily entry fees have been adjusted by a $1 and swim passes have been adjusted
accordingly. Private parties (rentals) rates have been adjusted to account for associated
costs to manage them.
• Included in the proposed recreation fees, is implementing online registration. This will
increase efficiencies within our recreation division and make registrations more
convenient for the community.
We also did a cost analysis on our reservation fees. To help offset these inflationary maintenance
costs, we are proposing a 10% fee increase for reservations. Our pricing structure offers
versatility to potential rentals allowing them to rent by the hour. This helps us schedule multiple
events at the same location, making our rental rates and times user friendly to the community.
This method differs from other municipalities making comparisons difficult.
We continue to evaluate our programs and fee schedules making sure that we are offering quality
and affordable programs that the community supports while looking to control our overall costs.
We work to broaden our programing opportunities to the community and have something for
everyone to participate in at a reasonable cost.
RECOMMENDATION: Motion to approve resolution 6124, a resolution amending Resolution
5966, fixing park and recreation fees to be charged by the City of Kalispell Parks and Recreation
Department and declaring an effective date.
FISCAL EFFECTS: Increase in revenue through registrations and reservations.
ALTERNATIVES: As suggested and approved by City Council.

RESOLUTION NO. 6124
A RESOLUTION AMENDING RESOLUTION 5966, FIXING PARK AND
RECREATION FEES TO BE CHARGED BY THE CITY OF KALISPELL PARKS AND
RECREATION DEPARTMENT AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the Kalispell City Parks and Recreation department organizes and administers
various recreation programs for the citizens of Kalispell, as well as other residents
of Flathead Valley, that provide recreational benefits and opportunities that are in
the best interests of the city, its residents, and visitors; and
WHEREAS, the Kalispell City Parks and Recreation department charges user fees for
recreational programs and park reservations to defray a portion of the operational
costs of the programs and reservations; and
WHEREAS, the fee schedule of the Kalispell City Parks and Recreation recreational programs
and park reservations is reviewed from time to time by the City Council so that
the fees may be determined to be appropriate and fairly set; and
WHEREAS, the City Council has fully considered a new user fee schedule proposed by the
Parks and Recreation department staff and finds that this schedule, set forth as
Exhibit "A" attached hereto, is in the best interests of the city.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. The Kalispell City Parks and Recreation fee schedule, attached
hereto and fully incorporated herein as Exhibit "A", shall be and is
hereby fixed as the valid and enforceable fee schedule of the
Kalispell City Parks and Recreation Department for those services
provided and described therein, to become effective immediately
and to remain effective until later amended or repealed.
