1. Public Works
Kalispell’s 1920’s Water and Sewer Main Replacement – 2023 ARPA Project:
The upcoming 1920’s Water and Sewer Main Replacement – 2023 Project includes three
(3) schedules, as follows:
Schedule 1: Sewer Main Replacement of approximately 1,345 LF in E Montana St,
MDT Site and 7th Av EN in Kalispell, MT.
Schedule 2: Water Main Replacement of approximately 4,360 LF in 8th Ave W and
11th St W in Kalispell, MT. Schedule 2 has one additive alternate (Additive Alternate
#1) for street rehabilitation of 8th Ave W and 11th St W, including new curb and gutter.
Schedule 3: Sewer Main
Replacement of approximately 1,225
LF in 4th Ave EN, E Center Street and
5th Alley E to 2nd St E in Kalispell,
MT. Schedule 3 has one additive
alternate (Additive Alternate #2)
which includes sewer main
replacement of approximately 1,550
LF in 5th Alley E from 2nd St E to 6th
St E
Bids were advertised and awarded to
three different contractors.
Construction schedule start dates are
tentatively set for May and June of
this year. Construction notices will
be sent out to the adjacent property
owners and a webpage development
about each schedule is in the
works. The webpages will be updated
routinely with relevant project information.

2. Parks Department
Forestry crews have finished pruning trees in the Cottonwood Park Subdivision and are
currently pruning in Three Mile Subdivision. A second inhouse crew is pruning large
trees along 5th Street West. A contractor is pruning to remove hangers and large stubs
along 3rd Avenue East.
The Urban Forestry Committee met on February 8, to continue work
on the planning of Arbor Day 2023. Subcommittees include
sponsorships, environmental booths, students, media, and logistics.
The Urban Forestry Committee is looking for financial donations as
well as volunteers to assist. The theme for this year’s event is, Throw
Some Shade.
Session 5 of ice-skating lessons is wrapping up this Thursday,
March 2. We thank everyone for a great season! Registrations
for next season will begin in November.
Spring Break Camp registration is open. This year’s theme is
“The Olympics”, with competitive activities such as relay races,
tournaments, and a talent show and with fieldtrips planned for
Rockfish Climbing Gym and swimming at the Summit.
Camp Woodland Summer Day Camp registration will open on
April 17 at 8:00am. Registration forms can be found on our website at 8:00am and paper
copies will be available in our office as well. Summer Camp begins on June 12.
The regular season of the Adult Futsal League has concluded. Playoffs will start this
week. There are 12 teams in the league who will compete in a single elimination
tournament until a champion is crowned.
Our last weekend of Kalispell Kickers season is this Saturday, March 4. Games are
played at Rankin Elementary on Saturdays between 9am-3pm.
Registration is closed for the Spring Little Dribblers Basketball season. Schedules and
rosters will be completed and sent to everyone this week. Games will be played on
Saturdays between 8am-6pm at Rankin, Elrod, and Peterson Elementary Schools.
3. Police Department
The Kalispell Police Department hosted Street Crimes Training at the 911 Center
February 27-March 1. The course is designed to expose newer officers to multiple
phases of patrol work including strategies for safe and effective patrol work. Multiple
agencies from across the state were represented.

Officer Abigail Inabnit and Officer Tyler Daniels joined the Kalispell Police Department
on February 28. Officers began their first day by swearing in their oath of office before
Judge Howard. New Officers are immediately involved in an ethics in law enforcement
meeting conduct by the Chief and Administrative team. They now begin a 14-week
journey in our field training program. Officer Inabnit will also attend the Montana Law
Enforcement Academy. Officer Daniel’s will attend the two-week law enforcement
equivalency course as he has prior academy training.
Sergeant Joel Bartholomew attended the Montana Narcotics Officer Association
(MNOA) Conference in Bozeman. Sgt. Bartholomew is an active member on the board
of the association. MNOA offers training for all areas of law enforcement including, but
not limited to traffic interdiction and officer safety, handgun retention, interview
techniques, drug identification, legal updates, along with numerous other issues that may
arise.
Detective case load is 103, this compares with 110 in 2022, and 83 in 2021.
Year to date calls for service stand at 5809, this compares with 5588 in 2022, and 5270
in 2021.
4. Fire Department
From the period of February 15, to February 28, the Fire Department had 140 responses.
Of these, there were 102 medical incidents, 1 structure fire, 5 Motor vehicle accidents
with injuries, 3 Fire alarm activations, 6 public assists, 2 Haz-Mat incidents, 1 vehicle
fire, 19 dispatched and canceled, and various other call types.
Crews attended a 4 hr. Medical-Legal considerations/documentation course.
The Fire Chief/Asst. Chief worked with CPSM consultants Feb 27, 28 and March 1in
helping with their review of the Fire Department. This included interviews with
employees and chief officers, neighboring Fire Chiefs, municipal staff and department
heads, tours of response areas, fire stations, and equipment.
Fire Crews went to Flathead High School on Friday night for Drivers Safety education.
This included the dangers of texting and driving, not wearing seat belts, and general
drivers’ safety.
Personnel met with County Medical director and Flathead County EMS Manager for
incident reviews and continuing education, (4 hr. class).
The Fire Department had an apartment fire on the evening of Sunday the 26th. This
originated as a second-story deck fire (debris on deck ignited) that spread to the knee wall
and attic due to the strong winds Sunday evening. The building suffered major damage.

5. Planning Department
The Kalispell City Planning Board will hold a public hearing at their March 14 meeting
and take public comments on the agenda items listed below:
1. Files #KPP-22-07 and KZC-22-05 – The application contains a request from Owl
Corporation and Flathead Village Greens, LLC, for a zone change from R-2
(Residential) to R-4 (Residential) covering approximately 182.15 acres, as well as
a request for major preliminary plat approval for Stillwater Village, a subdivision
with eight (8) phases containing a total of 181 lots (67 detached single-family and
114 attached single-family homes) on approximately 46.78 acres in lots, streets,
common areas, and land held for future development. Additionally, the plat
contains approximately 20.01 acres as park area and park access (for a total of
approximately 66.79 acres) to serve both the initial eight phases and future phases
on the overall property that are not part of the initial preliminary plat. The
property is located south of Silverbrook Estates, west of Highway 93 and
Hagerman Lane, north of Northern Pines Golf Course, and bordering the
Stillwater River on the western edge of the property.
2. File #KPP-23-02 – The application contains a request from Michael Sandefer for
preliminary plat approval for Bitterroot Heights No. 2, a major subdivision
containing approximately 4.2 acres. The subdivision includes 13 single family lots
and park area. The property is generally located on the west side of North Riding
Road and south of West Northview Loop, and includes property currently
addressed as 249 Three Mile Drive.
3. File #KA-23-02 and KPP-23-03 – The application contains a request from Brent
Holdings, LLC, for annexation and initial zoning of R-4 (Residential), along with
a request for major preliminary plat approval for Creekside Subdivision, a
residential subdivision on approximately 24.51 acres with 71 lots (35 detached
single-family and 36 attached single-family), along with streets, parks, and open
space. The property is located at 1111 Farm-to-Market Road.
4. File #KCU-23-01 – The application contains a request from Dave McLean as
director of A Ray of Hope for the expansion of its facility at 46 Fifth Avenue
West, which is located in the B-3 (Core Area Business) zone. The expansion
involves the construction of an approximately 1280 square foot garage on the rear
of the lot. The garage would include an apartment in the second story. The
property was granted a conditional use permit for a private shelter in March 2005
and this conditional use permit would be considered an expansion of the prior
approval.
Documents pertaining to the agenda items are on file for public inspection at the Kalispell
Planning Department, 201 First Avenue East, Kalispell, MT 59901, and are available for
public review during regular office hours. In addition, information on the agenda items
are posted on our website at https://mt-kalispell.civicplus.com/668/Planning-Board under
planning board “upcoming agenda.”

6. Building Department
The total of new single-family/duplex and townhouse units for the year is 6, compared to
28 at this time last year.
There have been 36 multi-family housing units issued so far this year. Last year, at this
time, we had issued 24 multi-family housing units.
There were a total of 256 combined building and/or fire inspections completed in the last
2 weeks.

7. Community Development
Staff has participated in the online training needed to administer and manage the Safe
Streets for All Planning Grant. It is anticipated the city will initiate a grant agreement in
the coming weeks.
8. Information Technology
The council chambers audio video upgrade is scheduled for April 3 – 7. Contractors will
be working in the chambers all week. The council meeting on Monday 4/3 will not be
impacted.
Cityworks is being configured in a test environment for the addition of documents
through public access to support the upcoming electronic plan review project.
