CHIEF CLARK:
The Sandwich Shop on 1st Ave. East is requesting a parking place for
deliveries. We could designate that spot as a loading zone between
the hours of 10:00 A.M. and 3:00 P.M.
DISCUSSION regarding problem.
C. SCHINDLER:
Recommend it to be designated a loading zone between those hours.
C. HAFFERMAN:
I second it.
• ASST. CHIEF HOSSACK:
Clairmont Drive is a forty foot steet as it was stepped off and the
Board of Adjustments made the recommendation to terminate parking on
both sides thereof.
DISCUSSION regarding alternatives.
C. SAVERUD:
What about parking only on the East side?
ASST. CHIEF HOSSACK:
I think it would be more acceptable and amenable to everybody involved
to just close it off on the West side and still allow parking on the
East side.
C. SCHINDLER:
Okay.
ASST. CHIEF HOSSACK:
We do need an ordinance passed that there will be no parking on the West
side of Clairmont.
C. SAVERUD:
We'll go to the City Council for the ordinance so we can put signs up.

CHIEF CLARK:
We've had a complaint regarding a vacant lot which serves as a parking
lot for the Cattlemans/Corner Pocket. People are coming out of side lots
causing an enormous amount of dust, ect. Ordinance states parking lots
must be paved. There are no curb cuts on these lots. We have to have a
way to keep people from driving across these vacant lots.
DISCUSSION regarding problem and solution.
C. SAVERUD:
If you can resolve it, great. The Corner Pocket has never lived up to
their original agreement.
DISCUSSION.
C. SCHINDLER:
Regarding parking on boulevard. I've been told by AI's that unless they
were actually seen and identified, that it was a moving violation that we
couldn't just tow the vehicle. Part of the problem there seems to be some
feelings that there has to be actual concrete curbs, the way the old
ordinance is written. We either need another ordinance or a cleaned up one.
DISCUSSION regarding known offenders.
• CHIEF CLARK:
The problem of parking trailer, campers, RV's, motorhomes on steet cause
a safety problem and a hazard, we need present ordinance cleaned up. Also,
the problem of same being parked on corners cause the problem of obstruct-
ing view of other vehicles in roadway. Need ordinance cleaned up.

C. GUNNERSON:
Pickups park in lst space from corner obstruct view for other vehicles.
Could another spot be taken and extend the yellow curb? (Location: North
Main Street and West Washington.)
DISCUSSION.
C. GUNNERSON:
Also, Hilltop and Sherry in North Ridge Heights, yield signs need to be
changed.
DISCUSSION about this location and others that need signed/re-signed.
AGREED unanimously by all present.
Police Department and Public Works has approval to take care of the problem
as needed.

Mr. Steve Cooney was asked by Mayor Kennedy to attend this meeting as
he was representing the gaming establishments of Kalispell.
Mr. Cooney requested that the Safety Committee consider, for a favorable
recommendation, an ordinance allowing gaming between the hours of 0200 and
0800. After considerable discussion of the state law and weighing of the pros
and cons it was motioned and seconded that by the second Council meeting of
November a decision would be rendered by the Council as a whole.
Mr. Cooney offered a compromise wherein the gaming establishments would
be allowed to remain open three (3) nights a week, from 0200 to 0800,
specifically Thursday, Friday and Saturday or when Holidays fall on a Monday
the possibly Friday, Saturday, and Sunday. Mr. Cooney then offered that if
the City was amenable the gaming community would be willing to pay for a
police officer to patrol all gaming establishments on the three night a week
basis.
Once again, it was reiterated to Mr. Cooney that contingency plans would
also be considered and it would be brought to the Council as a whole the
• second meeting of November.
