CALL TO ORDER Mayor Johnson called the meeting to order at 7:06 p.m. Staff present in Council Chambers included City Manager Doug Russell, City Attorney Johnna Preble, City Clerk Aimee Brunckhorst, Development Services Director Jarod Nygren, and Police Chief Doug Overman. PUBLIC COMMENT Mayor Johnson opened public comment. Seeing no further public comment, Mayor Johnson closed public comment. D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS City Manager Russell provided an update on State Legislation concerns. • Transmittal date deadline soon. • 381 — Legislation to mandate any first class city has only one representative per ward. • 317 — Requirement that municipal elections are partisan passed through committee transmitting to house • 420 — Moves elections to even number years passed through committee transmitting to house • 381 —Manager Russell provided further detail on concerns. Manager Russell will be attending the Executive Forum in Helena later this week. Panhandling will be placed on an upcoming work session per Council direction with a sample Ordinance and crash data. March 27 work session will be cancelled. 02:00:07 Councilor Nunnally spoke to appreciating Manager Russell's testimony on 381. 02:00:47 Mayor Johnson spoke to the conversation had tonight and spoke regarding a report on the income level needed to afford a home in different communities across the country. He talked about the proactive nature of the Council related to housing and the importance of community involvement including upcoming updates to the growth policy and facilities plans. E.
