Subject: EXTERNAL Panhandling
.lust make any type of panhandling ILLEGAL. There should not be any panhandling in our city period.
It is bad enough that we have human waste and debris in our walkways and trails, plus the make
shift abodes, please don't be afraid to use the word ILLEGAL. Just stop the panhandling in its
entirety. Most of us know that the majority of those panhandling do it as a job. If you sit and watch,
you will see change of shifts and nice cars pulling away with the 'off duty' panhandler.
