BACKGROUND: The 2008 Kalispell Storm Water Facility Plan provides a goal for
infrastructure improvements to the existing stormwater system, as well as recommended new
improvements needed to accommodate continued growth. Since the time of adoption, the city's
utility infrastructure has primarily expanded in the north, south, and west areas of Kalispell. In
recent years rapid growth is occurring in the north and west areas. As new development demands
are forecasted and existing infrastructure continues to age, facility plans are required to once
again ensure project planning and utility management meets the sustainability goals necessary to
continue to appropriately serve the community of Kalispell. As the current Storm Water Facility
Plan is about 15 years old, many of its assumptions and recommendations are out of date.
Therefore, the city advertised a request for qualifications (RFQ) for professional services to
complete a Stormwater Facility Plan Update in October of 2022. The city received three
statements of qualifications (SOQ) from the following local and regional engineering firms:
AE2S, HDR, and WGM.
REQUIRED SERVICES: The services to be provided for this project include:
Development of an updated Stormwater Facility Plan
• Development of a stormwater model for the City of Kalispell to aid in the identification of any
existing deficiencies as well as recommendations to accommodate future growth.
• Development of project priorities and cost estimates for recommended projects.
RECOMMENDATION: A selection committee of five city staff from Public Works and
Planning was convened to review and score the SOQs received. After a recommendation was not
reached in initial scoring, interviews of the consultant teams were held at the City to discuss the
SOQs in more detail and to gather additional information. Based on the SOQ scoring, reference
checks, team interviews, and careful consideration, HDR was selected and is recommended
based on technical references, relevant project experience, contract approach, reviewed report
samples, and performance criteria.
ACTION REQUESTED: Motion to select HDR as the professional consultant for the
Stormwater Facility Plan Update.
FISCAL EFFECTS: Funds for the professional service have been allocated in the Storm Fund
item:358 — Consultants.
ALTERNATIVES: As suggested by City Council.
