BACKGROUND: The Montana Department of Transportation's (MDT) Transportation
Alternatives grant program provides for design -build projects to local governments for
"Construction, planning, and design of on -road and off -road trail facilities for pedestrians,
bicyclists, and other non -motorized forms of transportation, including sidewalks, bicycle
infrastructure, pedestrian and bicycle signals, traffic calming techniques, lighting and other
safety -related infrastructure, and transportation projects to achieve compliance with the
Americans with Disabilities Act of 1990." The City has successfully applied to this program in
the past for trail segments along Highway 93.
The City's current grant proposal is to build a multi -use path connection on the north side of
Four Mile Drive at the west end of the Kalispell Youth Athletic Complex (KYAC), commonly
referred to as Kidsports. The City submitted the same project in 2021 and was not awarded the
funding to proceed. The path would connect the existing trail system on the east side of the
Bypass along the Bloomstone site where users are dumped on to the road at the crest of the hill
to the trail system within KYAC. Additionally, a marked and lighted pedestrian crossing would
be installed at Meadow Vista Loop to provide a safe crossing location. Preliminarily, the path is
estimated at 815' to be built in the MDT right of way (requiring no cash match), but from the
east side of Parkway Drive the path would be built within the Kalispell Youth Athletic Complex
to connect with an existing trail. The latter portion is expected to require matching funds. Given
the timing of Bloomstone's development, an agreement has been made for a payment in lieu
from Bloomstone that will be used as the match for the portion on KYAC.
Public Works has developed an engineering and design plan with detailed cost estimates. If
selected, MDT would finalize those plans and construct the project using their own staff or
contractors. No funding for the project would come from MDT to the City.
RECOMMENDATION: It is recommended that Council approve Resolution 6116,
recommending the City of Kalispell submit to MDT a grant application for a multi -use path for
Four Mile Drive at the Kalispell Youth Athletic Complex.
ALTERNATIVES: Council can elect to not pass the Resolution.

A RESOLUTION TO APPROVE AN APPLICATION BY THE CITY OF KALISPELL TO
THE MONTANA DEPARTMENT OF TRANSPORTATION FOR A GRANT TO FUND A
MULTI -USE PATH CONNECTION FOR FOUR MILE DRIVE AT THE KALISPELL
YOUTH ATHLETIC COMPLEX.
WHEREAS, the Montana Department of Transportation's (MDT) Transportation Alternatives
grant program provides funding to local governments to support transportation
projects for pedestrians, bicyclists, and other non -motorized forms of transportation
in order to achieve compliance with the Americans with Disabilities Act of 1990;
and
WHEREAS, the City of Kalispell proposes to construct a multi -use path connection extending a
distance of 815 feet beginning on the north side of Four Mile Drive at the west end
of the Kalispell Youth Athletic Complex (KYAC), to connect the existing trail
system on the east side of the Bypass alongside the Bloomstone site; and
WHEREAS, the Youth Athletic Complex is utilized by up to 75,000 to 90,000 participants and
spectators annually and the adjacent housing development provides housing for
hundreds of residents and this project would be the final connector for pedestrians
and bicyclists creating a safe and complete system of the area; and
WHEREAS, the proposed improvements are identified as a priority project within the adopted
MOVE 2040 Transportation Plan; and
WHEREAS, since the project meets all criteria of the MDT Transportation Alternatives grant
application for such funding it should have the support of the City of Kalispell.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. The Kalispell City Council approves and fully supports the application of
the City of Kalispell for an MDT Transportation Alternatives funding grant
to construct a multi -use path connection.
