Without any prior warning, the fencing of the gazebo led to an immediate impact on our agency, the critically important Point -in -Time count that was done the following week, and the neighborhood surrounding Depot Park (I had people sleeping in my alley on the eastside within 2 days of the fence ... first time ever, and people started returning to the police department lobby to sleep at night). Our agency leads a multidisciplinary weekly homeless outreach group that would have gladly helped mitigate the harm/ disruption that ended up landing on agencies/ neighbors.... we just never knew this was happening until it was in the news. If the proposed ordinances are aimed to address an issue created by people experiencing homelessness, why not work in tandem with existing systems that are also working to address people experiencing homelessness. When evaluating the duck situation at Woodland Park, there were experts brought in to provide specific information about waterfowl/ environment prior to actions taking place. It would be ideal if these types of proactive decision making processes were extended to social issues. Monday is my daughter's birthday so I will not be in attendance but wanted to share my thoughts for your consideration.
