Dear Mr. Web:
The West Side Tax Increment Financing District was created under previous legislation that
allowed a TIF District to be formed for either ten years or the term of the bonds. Thus the West
Side TIF District will sunset at midnight on June 30, 2010. The City of Kalispell has several
possibilities that could occur between now and June 30, 2010.
A major new Economic Development Project is proposed within the district and the City
of Kalispell opts to take the role of developer or partners with a private developer seeking
"public facilities" assistance in the way of a direct contribution or a low -interest loan for
the project. The project must be ready to implement within the next year or shortly
thereafter and have firm costs identified and approved to allocate to it before the district
sunsets. Additionally, the City needs to be prepared to sell bonds for a specified period
of time to cover the cost of the development contribution as well as extend the life of the
TIF District.
2. The City, as previously discussed by Council, can elect to retire the District and rebate all
or partial funds to the three taxing jurisdictions.
3. The City, per the long standing Tax Increment Finance Policy, may choose to work with
a developer on a low -interest, longer term loan for public facilities type of work as well
as grant another governmental or non-profit entity rehabilitation/renovation costs for a
project(s) within the West Side District benefiting the community and its surrounding
areas.
The Gateway Community Center, Inc. is a newly formed non-profit, under the auspices of
Northwest Montana United Way, Inc. which has entered into a long-term lease agreement (ten
years with a fixed ten-year renewal period) as well as an option to buy with American Capital
Group for more than 55,000 square feet of space in the Gateway West Mall for use by a variety
of human service agencies that serve people of Northwest Montana.
The Gateway Community Center, Inc. Board would like to make a presentation to the City
Council at its next convenient City Workshop to propose an investment of TIF funds for code -
compliance requirements and interior renovation work in order to make this project a reality. We
believe a stabilized and revitalized mall site will only enhance the value of the share of the
property currently owned by the City and the County.
