01-05-23 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, January 5, 2023 First Floor Conference Room 201 First Avenue East ATTENDING: Kari Barnhart, Planner Patrick Jentz, Engineer III Shane Cooke, Building Inspector Rebecca Franke, MDT GUESTS: Mark Johnson, Toby McInstosh HEAR THE PUBLIC: None PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: The Harper/Jiffy Lube- 1280/1290 Highway 2 W; new 40-unit multifamily development/Lube Center – Nothing new. This will be on the agenda next week. Parkland Meadows (Lots 5&7 - Bldgs A thru E & Lift Station) – Airport Rd; new multifamily apartment buildings –Lot 5 – Public Works still has comments out. Lot 7 – Public Works is waiting for the record drawing deposit. Lift Station – ARC approved plans, landscaping is in review with Parks. Jackola will follow up with Parks. Jackola had questions regarding the lift station controls; Public Works to follow up and advise. Planning advised Jackola to follow up with Parks regarding landscaping for Lot 7 and the Lift Station. Landscaping in the utility lot and MDT right of way was discussed. This will be on the agenda next week. NW MT Head Start – 79 7th Ave EN; addition – Nothing new. They were advised that a trail connection will likely be required; they do not have the funding for this connection. This will be on the agenda next week. Creekside Commons – Glenwood Dr; new apartment building – Plan Review sent comments out 3 weeks ago; the building is oversized and the site plan is unclear. Public Works has this in their review queue. This will be on the agenda next week. Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Public Works has plans in their review queue. MDT received a permit application that is in review with Systems Impact. This will be on the agenda next week. Gateway Mall Parking Lot – 1203 Hwy 2 W – parking lot remodel – Landscaping plans are in review with Parks. This will be on the agenda next week. Logan ED Parking Lot – 310 Sunnyview Lane – parking lot remodel – Record drawings have not been sent to Public Works so their review is still on hold. Planning has not yet reviewed. MDT received drawings. This will be on the agenda next week. Office remodel – 417 E Idaho – Nothing new. This will be on the agenda next week. LC Staffing – 620 Treeline Rd – new office building – Public Works review is almost complete. Pre-treatment comments are still out. Public Works notified MDT that the stormwater detention is in their right of way and that they are increasing the off flow. Planning to send site plans to MDT for review. This will be on the agenda next week. NEW BUSINESS: Six40 Lofts – 640 E Idaho St – hotel renovation to apartments – Public Works will require 1 trash enclosure to be moved. Planning will request utility layout from them. Kalispell Tank & Well Project – 1110 N Main St/3221 Hwy 93 N/850 Four Mile Dr – MDT will not allow the approach to be paved. Public Works will verify approach material.
