After reviewing the requirements that The City of Kalispell has laid out for your Electronic Plan Review initiative,
Avolve knows we are an excellent choice not only to meet your functional requirements, but to meet your goals for a
strategic partner. Having 17+ years of experience within the Electronic Plan Review space, we have been able to
work with our customers to provide a system that comes with departmental Best Practice workflows for all
departments stated within this RFP and that will assist with getting the City up and running quickly on ProjectDox in
the timeframe provided. ProjectDox will meet your requirements through:
• Fully compatible with Cityworks.
Avolve Response: ProjectDox has a tight integration with Cityworks with the ability to communicate via APIs
between the 2 systems. We have multiple jurisdictions using ProjectDox integrated with Cityworks.
• Provides for the applicant to upload plans, specifications, reports, applications, permits, and other
development review items through an online user interface.
Avolve Response: The applicant can easily submit their plan and supporting documents through the
ProjectDox electronic form.
o Applicants should be able to create accounts which store general information for
preparation of future applications.
Avolve Response: An applicant has a ProjectDox account created for them when they
start a case that requires plan review within Cityworks. The applicant will also have a
profile they can complete.
• Supports the upload and review of multiple file formats including .pdf, .dwg, .xis, .doc, .jpg, .png
.tif and other applicable image file formats.
Avolve Response: ProjectDox can view multiple file formats including the ones mentioned above, however,
PDF is the standard format that we see applicants generally use to submit. In a future version of
ProjectDox, PDF will be the only format accepted for plan files, however other formats for supporting files
will continue to be supported like .jpg, .png, .tif and others.
• Does not require redundant data storage. A single set of drawings and documents should be able to
be downloaded and accessed concurrently by multiple reviewers.
Avolve Response: This is exactly how it works in ProjectDox. We do not require external
storage. ProjectDox manages the files throughout the plan review process.
Allows concurrent and separate plan review/comments by multiple City Departments of a single
plan submittal. City review departments include: Planning, Zoning, Building, Parks, Fire, Police,
and Public Works.
Avolve Response: This is a major feature of ProjectDox. Our comments list allows any group assigned to
review a project with the ability to create markups, conditions, corrections, etc., and have them all stored in
a single location where all comments reside.

• Provides an automated review status to applicants concerning required uploads, milestones,
comments, and progress of review of individual departments.
Avolve Response: The applicants will receive alerts/notifications when their task has been assigned to
respond to issues and upload their new versions. They have access to view the status of their project,
who has reviewed their plans and the results of those reviews at any time by simply logging in to the
site.
• Allows design teams to correspond or respond to review comments utilizing the software.
Avolve Response: ProjectDox does exactly this. The design teams can respond to review comments using
the software.
• Interfaces with Bluebeam Revu or provides tools for plan review such as:
Avolve Response: ProjectDox has a tight integration to Bluebeam Revu where any group/individual who
needs to review plans can do so in Bluebeam and those comments made in Bluebeam can easily be saved
into ProjectDox and automatically added to the comments list. ProjectDox offers you choice of using the
built-in viewer, Bluebeam Revu (licenses must be purchased from Bluebeam) or both.
o versioning (allow new submittals to replace pages or documents of previous submittals),
Avolve Response: ProjectDox manages the files and their versions as they go through the plan
review cycles. No need to utilize Laserfiche for this function. ProjectDox has built in version
Document Management control.
o comparative analysis of plans (plan overlays which show changes),
Avolve Response: ProjectDox does this very well. One can compare files with a single click. We
allow files to be compared in side -by -side mode or overlay differences mode where the changes
are easily conveyed to the reviewer in terms of different colors.
o visual search (ability to search a plan for a specific visual item such as a symbol),
Avolve Response: ProjectDox can search for any character that can be reproduced on a keyboard.
If searching for symbols that can't be produced on a keyboard is required, we suggest the user use
Bluebeam and their comments made in Bluebeam will still be incorporated into the ProjectDox
comments list.
o word search (ability to search a document for a specific word),
Avolve Response: ProjectDox's viewer can search for specific words. This is a browser functionality.
Some solutions have to rasterize their images which create two dimensional dead documents that
have to use Optical Character Recognition tools. Not Avolve products.
o review stamps (ability for individual reviews to apply a customized review stamp),
Avolve Response: ProjectDox supports the ability to create and apply stamps, either on an
individual basis or in a batch manner across multiple files/pages.

Avolve Response: ProjectDox makes it easy to apply standard comments as part of
the review process. Users can easily import standard comments through our import
function into ProjectDox. Users can also apply ad hoc comments as well.
o standard markup tools (highlighter, cloud, text, leader, insert picture, etc.)
Avolve Response: All the above standard markup tools and many more are included with the built-
in viewer. And then some... Avolve supports MULTIPLE viewing technologies and will bring on
more in the future. This is again unique in the market and allows you to use the tool you like for
markup. We use the OpenText Brava Viewer and Markup tool, Bluebeam Revu and in the next
release, PDFTron. We have you covered...
• Provides a workflow which targets standard and customizable review milestones such as
Architectural Review, Site Review, Planning Board, City Council, Building Review, Zoning Review,
Civil Engineering Review, Permitting Compliance, and Construction Inspection tasks.
Avolve Response: ProjectDox's workflows are configurable to fit the needs of a jurisdiction. We provide
best -in -class workflows that can accommodate many different departments within a jurisdiction. We are
happy to share our book of departmental solutions. They all come with ProjectDox, you just have to turn
them on and configure them with your partner or Avolve staff.
• Provides the ability within the software for collaboration with other agencies for review or to invite
third party reviewers to participate in the plan review portions of a project.
Avolve Response: This is another advantage to ProjectDox in that invitations to participate in plan
review are not limited to the staff at the City of Kalispell. The ability to collaborate with other agencies
has proven to be a great feature within ProjectDox. Why is this important? The applicant is everything
to the revenue of the city. ProjectDox the applicant AND city live in the same collaborative
environment. This is a key differentiator and a key reason Commercial Developers and Architects
prefer our solution.
• Allows applicants to pay review fees electronically and be tracked via Cityworks.
Avolve Response: The payment of fees will continue to be handled by Cityworks. Our workflow does
provide a "Final Payment" step that allows the workflow to pause, giving the jurisdiction the ability to make
sure fees are paid before moving into the Stamping/Approval process.
• Allows participants to upload construction documents to Cityworks such as certifications, product
submittals, warranties, testing data, and record drawings and documents.
Avolve Response: ProjectDox can intake many different types of supporting documents relevant to
the project. It should be noted that ProjectDox is designed to do this more efficiently and provide
Cityworks required information through the stages of permitting and plan review.
• Provides appropriate staffing for full implementation of the software, including necessary
collaboration with Cityworks.
Avolve Response: Avolve Software has a dedicated Professional Services team that has managed
thousands of ProjectDox systems and workflow deployments over the years. We also have a great
partner relationship with a number of experienced 3rd party implementation partners that are also
utilized to deploy ProjectDox and the integration with Cityworks.

• Assures the platform is accessible in the field.
Avolve Response: ProjectDox is a web -based application and as such can be accessed anywhere there is
an internet connection. Not requested in this response we even have a field Inspection tool that even works
offline. If Avolve is chosen, we would be pleased to show you PlansAnywhere.
• Provides a way to archive project data once complete, which can integrate with Laserfiche
document image management system.
Avolve Response: We have a tight integration with Laserfiche where ProjectDox can export the
approved plans into Laserfiche once the plans have been approved and stamped. We are a
strategic partner of this excellent Long Beach firm and a member of the Partner Development
Program (PDP).

1. City Project Manager
• Challenge: Lack of a Point of Contact/Project Manager for the City responsible for the
management of the users and project on the City's end for the completion of assigned tasks, organization of
the correct persons throughout the project can impact the timeliness and budget for the project.
• Approach: Avolve Software works with our customers to create an agreed upon and collaborative
project and communication plan to set expectations and mitigate communication issues. Further weekly
meetings are established to review the status of the project, issues, items anticipated for the next week etc.
2. Third Party Vendors
• Challenge: The availability of any 3rd party system integrator to align with the project plan and
assist the project to keep it on schedule.
• Approach: Avolve Software provides the project plan to allow for planning of time along with
weekly meetings to keep customers and vendors informed of issues, outstanding items, and planned items
for the week. Avolve will also provide a SharePoint site to upload meeting notes, provide testing logs and
overall, a collaborative area for documentation and updates.
3. Target Integrated System Customization
• Challenge: Systems identified in the scope of the project to be integrated with our scoped with
defined integration points based on best practices for the Avolve Software product with the supporting
vendors setup. Customizations of said software can impact the standard deployment resulting in the need
for a change request. Once identified the Change Request process will be invoked to document the request,
impact to schedule and any budget implications. This document is then signed and dates by both Avolve
Software and the City.
• Approach: Avolve Software provides a description of the integration and location of calls within the
SOW for review and further discusses the best plan for initial rollout with the target permitting system
focusing on best practices based on our experiences with other customers.
4. Target Integration System
• Challenge: Systems identified in the scope of the project have planned upgrades or software
installation during the implementation of ProjectDox.
• Approach: Avolve Software will speak with the City as part of the engagement to determine any
planned upgrades/enhancements to the target system to integrate with. Avolve will make recommendations
to mitigate including the strong recommendation to go -live with the system as a standalone to avoid project
delays and a plan to introduce the integrations in a secondary phase. Use of the Change order process will
be leveraged.
5. Changes in Scope
• Challenge: Identification of features or abilities the City would like to have incorporated into the
design, but that were not part of the standard out -of -box deployment.
• Approach: Avolve Software will identify areas out of scope providing estimates of requested work
to the project schedule and budget working with the City to determine the critical path of the requests. Once
identified the Change Request process will be invoked to document the request, impact to schedule and any
budget implications. This document is then signed and dates by both Avolve Software and the City.
