My name is Carl Bailey. I have recently moved to 163 Palmer Drive, in Village
Greens, which is located in the city of Kalispell.
I have been a resident of Flathead County since January of 1988 and have been
employed since that period of time as a claim representative for State Farm
Insurance Company in Kalispell.
Prior to my residence in Flathead County, I was business owner in the city of
Missoula from 1976 to 1988.
I would appreciate your consideration in being appointed to the Kalispell City
Planning Board as my intentions are to eventually retire and spend my retirement
years in Kalispell and therefore I am interested in the well-being and progress of
the city.

Dear Kalispell City Council Members,
Please accept this letter as my notification of interest in filling one of the open positions on the
Kalispell City Planning Board. It is my hope that my interest and qualifications will help in your
consideration.
I am certain that I could benefit the City of Kalispell through my hard work, initiative, and
experience. It is my firm belief that the general health, safety, and welfare of the citizens of
Kalispell should be in the forefront of growth related issues. Growth of our community needs
guidance, understanding of our needs, and knowledge of our expectations for the future. The
issues brought forth to the planning board must be addressed without personal or political bias. I
am confident that am able to perform these duties as such. I also believe that it is the duty of
every citizen to participate in the community in which he lives.
My experience ranges from a helicopter mechanic in the US Marines to that of a salesman. The
profession from which I plan to retire is that of a Real Estate Appraiser. I have been operating as
such for 4+ years, and in that time I have first hand knowledge of land use planning, valuation,
and markets. As an appraiser I remain abreast of current growth policies and needs, building
codes, mortgage rates, and property taxation.
I would appreciate an opportunity to discuss the contribution that I would bring to the planning
board. I look forward to hearing from you.

Dear Honorable Mayor Kennedy and City Council Members:
I would like to submit my name for your consideration to remain on the Kalispell City
Planning Board. Although my term on this board has been relativity short, I believe I
have learned a great deal in respect to the growth of our city and the problem's there -of.
I believe there is a critical balance between aggressive growth and the desires of our
residents.
The completion of the Kalispell Growth Policy has now given the Planning Board the
time to diligently work on a number of projects that desperately need attention. I would
like the opportunity to participate in prioritizing those projects and work with the Planning
Board to help fine tune our planning and zoning ordinances and help with
recommendations to draft new policy to make our community the best it can be.

I have owned my home on Fifth Avenue West for 26 years, and am a lifetime
resident of Flathead County. I was a reporter at the Daily Inter Lake until October 2000.
am presently a computer programmer for Merlin Information Services on U.S. 93 South.
The firm specializes in public databases.
I spent 25 years working for newspapers in Kalispell and Lake County. Planning
was among my beats and my background gives me a broad understanding of land -use
issues.
