Selection of AE2S for On -Call Water System SCADA Engineering Services oa This item considers selecting AE2S as the firm to proceed with water system engineering services for the Supervisory Control and Data Acquisition operations for the Kalispell public water system. 3. Ordinance 1897 — Second Reading — Starling Phases 1-8 Planned Unit Development Amendment 9; 4= This ordinance considers modifying the Starling PUD located on the west side of Stillwater Road to the west of Timberwolf Parkway to modify the density and uses within Phase 3 and modify the allowable street access for the six lots in Phase 2 which allow accessory dwelling units. Starling Phases 1-3 Final Plat and Subdivision Improvement Agreement ®a This item considers final plat and subdivision improvement agreement approval for Starling Phases 1-3 subdivision located on the west side of Stillwater Road between Four Mile Drive and West Reserve Drive. Senior Planner P.J. Sorensen provided the staff report. Public Comment Mayor Johnson opened public comment. Seeing none, he closed public comment. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: • Adam Gill with the state will be joining the 12-12 work session to discuss the C-Pace Program. Members of the County have also been invited. • Nothing is scheduled for the December 27 work session meeting. 00:09:22 Councilor Daoud spoke regarding the water impact and areas he feels are contradictory. He spoke regarding wells that may and may not be affected by the water impact and would urge people to look into that. Page 3 of 4 Kalispell City Council Minutes, December 5, 2022 00:10:46 Councilor Hunter spoke regarding a Daily Inter Lake article published recently regarding the Fairbridge/Outlaw Inn evictions. He spoke regarding a possible solution within the article for relocation assistance for low-income residents when they face no fault evictions. He would like the city to look into that possibility. 00.12:30 City Manager Russell spoke regarding the need to look into whether such an ordinance would be legal under Montana State Codes. J.
