F. COMMITTEE REPORT - Architectural Review Committee Awards 14a
Julia Pierrottet, Chair of the Architectural Review Committee spoke regarding the role of the
Architectural Review Committee. She then presented the awards.
Mayor Johnson thanked the Committee for their work and congratulated the Award winners.
G. PUBLIC HEARING - Starling PUD Amendment 6<=
Mayor Johnson opened the public hearing and public comment. Seeing none, he closed the
public hearing.

Mr. Wiemer spoke regarding an issue he is seeing with water drainage issues from the Meridian
Court Apartments saying adjacent properties are seeing related problems.

Ms. Wiemer spoke regarding alley snow removal concerns related to the Meridian Court
Apartments.

1. Resolution 6112 - Meadows Edge Phase 4A & 4B Preliminary Plat tea
This item considers approval of the Preliminary Plat for Phases 4A and 4B of
Meadows Edge, located at 1120 Farm to Market Road and containing
approximately 38 acres of land.
Senior Planner P.J. Sorensen provided the staff presentation for this item.

Motion and Vote to approve resolution 6112, a resolution conditionally approving the
preliminary plat of Phase 4A and 413 of Meadows Edge, described as a tract of land being a
portion of tract 3 of Certificate of Survey 18892, on file and of record in Flathead County,
Montana, located in the southeast quarter of Section 3, Township 28 North, Range 22 West,
P.M.M., Flathead County, Montana.

2. Resolution 6113 — BOI Loan —Public Works Side Loader as
This item considers approval of a Board of Investments INTERCAP Loan in the
amount of $212,950 for the purchase of a Side Loader for Public Works.
City Manager Russell provided the staff report.

Motion to approve resolution 6113, we authorize the City Manager to execute the necessary
agreements included in this packet to finalize this loan with the Montana Board of
Investments Intercap Loan Program.

Appoint Municipal Judge and Administer Oath of Office &a
The Selection Committee is recommending that former Adjutant City Attorney
Richard Hickel be appointed Municipal Judge until the next general election in
November 2023.
Mayor Johnson provided information about how the Selection Committee came up with their
recommendation.

07:24:32 PM (00:27:09) Judge Heidi Ulbricht spoke to the qualifications of appointee Hickel and
then administered the oath of office to newly appointed Municipal Judge Rich Hickel.
Newly appointed Judge Hickel provided a few words about his appointment.

00:33:26 City Manager Russell reminded the public that tomorrow is election day and urged
everyone to get out and vote. He also provided information regarding the anticipated funds the
city would receive if the ballot issue regarding tax on marijuana passes.
Manager Russell spoke regarding one of the Council's legislative priorities related to costs for
meeting increasing regulatory standards. The next two work sessions will include items that are
impacted by unfunded regulatory standards related to the water system and pre-treatment
program.
07:32:13 PM (00:34:50) Councilor Nunnally thanked the Fire Department and Police
Department for all their hard work last week during the snow event. He also thanked those
involved in cleaning up the extensive tree damage from that event.
07:32:42 PM (00:35:12) Councilor Graham spoke to the public comment that was received
tonight and the process for following up on that.
00:36:01 Councilor Daoud encouraged the public to get out and vote. He then also spoke
regarding the public comment process and how it is considered and followed up upon.
00:37:03 Mayor Johnson reported that the County will be moving forward with a septage facility
and spoke to the issues including the handling of porta-potty waste that will be resolved with the
building of that facility with ARPA funds.
Mayor Johnson encouraged the public to vote and spoke to the importance of voting.
K. ADJOURNMENT
Mayor Johnson adjourned the meeting at 7:36 p.m.
