Ordinance 1897 — First Reading - Starling Phases 1-8 Planned Unit Development
Amendment
This ordinance considers modifying the Starling PUD located on the west side of
Stillwater Road to the west of Timberwolf Parkway to modify the density and uses
within Phase 3 and modify the allowable street access for the six lots in Phase 2
which allow accessory dwelling units.

Motion and Vote to approve the first reading of Ordinance 1897, an ordinance to amend
section 27.02.010, official zoning map, city of Kalispell zoning Ordinance 1677 by amending
Ordinance 1865, known as the Starling Phases 1-8 planned unit development, by modifying
the density and uses allowed in Phase 3 and modifying the allowable street access for the six
lots in Phase 2 which allow for accessory dwelling units, in accordance with the Kalispell
growth policy - plan it 2035, and to provide an effective date.

L CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action)
City Manager Doug Russell provided the following report:
• The December 12 work session will include a discussion on the State of Montana
C-PACE Program.
Pre-treatment proposed guidelines and regulations will come before Council in December
or January. Council will not meet November 28, as a work session is not scheduled for
this date.
07:14:16 PM (00:14:58) Councilor Hunter spoke regarding a number of Council members and
the City Manager attending the National League of Cities and Towns. Councilor Hunter said he
appreciated the opportunity to connect with fellow council members and the City Manager and
learn about opportunities that are available with federal funds. He spoke regarding a renewable
energy grant and would like Council to support looking into that grant as possible funding for
installation of solar panels at the wastewater treatment plant.
07:16:26 PM (00:17:08) Councilor Daoud also spoke regarding attending National League
conference and spoke to several sessions regarding the national mental health crisis everywhere
across the country. He would like to know if the council would like him to look into a mental
health program from Aspen Colorado he heard about at the conference.
07:17:55 PM (00:18:38) City Manager Russell suggested that hiring a consultant would be
important if Council would like to look into the feasibility of solar panels at the wastewater
treatment plant. He suggested having that discussion during budget season.
07:19:00 PM (00:19:431 Mayor Johnson spoke regarding changes to federal government
representation coming up in January. He will reach out to our representatives to make sure lines
of communication remain open. He then spoke regarding the importance of local control.
