OLD BUSINESS: Heil — 749 W Center — Conrad said this is the location of the proposed
chimney shop showroom that was discussed last week. There was an old house on the site that
has been removed and a metal building is proposed. The issues discussed were as follows: They
are working with the neighboring property on an easement for a shared access road to the rear of
the property; size of the building and setbacks; and they need to submit a stormwater report.
NEW BUSINESS: Best Bet — 1619 Hwy 93 South Smoking Room — Conrad reviewed the
plan to cover a deck at the Best Bet Casino on Hwy 93 South to use as a smoking room. An
administrative conditional use permit will be required to expand the casino. Jed Moser of MT
Ararat Design explained the project for the committee which will be less than 100 square feet.
Dan Diehl noted if the current building currently has fire sprinklers they should be extended to the
addition and the plans will have to be reviewed and approved by the Fire Department. Conrad
added that condition to the site review approval. The committee approved the project.
ASI (Van Ee Apartments) — 420 Grandview Drive — Conrad noted this is the 23 unit senior
housing apartments on Grandview Drive. Additional engineered drawings were given to Public
Works. Conrad reviewed the conditions that have to be met in order for the building permit to be
issued which includes: An engineered stormwater report; extend water main lines to the edge of
the property and a payment in lieu of taxes agreement. The project has been through
Architectural review, they need to provide Public Works with construction plans for the bike path
along Grandview Drive, and Parks should take a look at the bike path that goes through the
property from Indian Trail to Grandview Drive and a street tree plan and review of the landscape
plan needs to take place. Conrad will put together the payment in lieu of taxes agreement.
There was further discussion regarding the water main extension and whether a requirement to
extend the water main from the edge of their property north to Ponderosa Street was part of the
agreement. Burnham said he would review the previous site review minutes to see if it was a
requirement, however this was not a part of the conditions for the conditional use permit.
PLANNING OFFICE ITEMS: Trumbull Creek Crossing (annexation/PUD/preliminary plat)
— There was lengthy discussion on the work session for Trumbull Creek Crossing. Conrad noted the
planning board will hold another work session on October 27th for this project. It was also decided
that there will be a meeting with the developer and his representatives to discuss the requirement from
Public Works for an access road from phase 2 to Rose Crossing. Further discussion was held
regarding the purpose of this road.
