B. DISCUSSION 1. Emerging Issues Regarding Drinking Water Standards q� a City Manager Russell began the staff report on this item. � a (Link to PowerPoint presentation that Public Works Director Susie Turner referenced throughout the meeting.) 00:03:34 Public Works Director Susie Turner began the staff report by introducing her staff members present at the meeting. She then explained that the presentation would discuss new and emerging utility issues regarding upcoming compliance, sampling, and monitoring rules, and next steps. 00:05:44 Director Susie Turner spoke to new lead and copper rules and the ongoing changes the rules have been going through and the compliance deadlines. She spoke to the goals for the updates. She said the Environmental Protection Agency (EPA) will be revising the rule again before it is finalized in October of 2024, though the city does know that a lead service line inventory will be required. Once the inventory is complete, the city will look at sampling plans, procedures, and strategies. 07:07:06 PM (00:09:35) Director Turner spoke further about details of the lead service line inventory that will need to be conducted and the steps that have begun. 07:09:38 PM (00:12:07J Councilor Hunter asked about the reasoning behind galvanized lines being considered lead. 00:12:52 Councilor Fisher asked how service line installation times will affect the inventory. Director Turner addressed further how the inventory will be handled. 00:14:42 Councilor Gabriel asked about the lines from the curb to the house. 00:15:00 Director Turner spoke to the mandate that the service lines up to the house are included. 00:16:22 Director Turner continued explaining how the inventory will be conducted. 07:16:40 PM (00:19:09) Director Turner talked about next steps once the inventory is complete including a sampling plan and a lead service replacement plan. She explained that will come before council in approximately a year though the timeline and the rules from EPA are subject to change. 00:20:56 Mayor Mark Johnson asked questions about the timeliness of these rules. 00:21:18 Councilor Daoud began discussion. 00:21:58 Councilor Hunter asked questions related to funding. 00:22:56 City Manager Russell spoke to the reasoning for moving forward now with the inventory. 00:24:10 Public Works Director Turner began talking about manganese and related water drinking health advisories. 07:24:56 PM (00:27:25) Councilor Dahlman asked about current manganese levels in city water. 00:27:37 Director Turner spoke regarding the Department of Environmental Quality's new manganese sampling requirements. She explained that while DEQ will pay for the sampling, the city is required to perform the sampling. If the sampling determines the level is higher than the advisory, a public health advisory would be issued to the public. 07:26:37 PM (00:29:06) Director Turner explained current sampling protocols and outcomes and that sampling should occur shortly. 00:30:49 Councilor Daoud asked questions about timing. Page 2 of 4 Kalispell City Council Minutes, November 14, 2022 07:29:02 PM (00:31:31) Director Turner began speaking on the uses of per- and polyfluoroalkyl substances (PFAS) (aka PFOS, PFOA, GenX Chemicals, PFBS) and the related possible health affects and toxicities. 00:34:19 Director Turner spoke to the EPA's roadmap regarding PFA's. 00:39:12 Director Turner explained that new drinking water health advisories were published June 2022, and funding to support research restricting and remediating PFB's. 00:40:17 Councilor Gabriel asked about the types of industries that use these types of compounds. 07:42:19 PM (00:44:48) Director Turner spoke regarding understanding and measuring PFA/PFB's and then spoke regarding proposed national drinking water regulations and health advisories and the difference between the regulations and advisories. 07:45:30 PM (00:47:59) Director Turner spoke to current research being conducted on this subject by the EPA and the expectation for future related regulations. She then spoke to sampling that will be done at the city of Kalispell water supplies within the next year. 00:49:19 Director Turner talked about minimum recording levels and the difficulties with accurate measurements. 00:50:28 Councilor Dahlman asked for an explanation about GenX chemicals. 07:49:03 PM (00:51:32) Director Turner explained PFA sampling completed within Kalispell and upcoming sampling plans and protocols. 07:53:35 PM (00:56:04) Director Turner reviewed next steps. 07:57:08 PM (00:59:37) Mayor Johnson asked questions related to hazard disposal. 01:00:54 Councilor Hunter asked questions related to public noticing. 01:02:35 Councilor Hunter asked a question related to city lead sampling. 01:04:40 Councilor Nunnally asked about the location of the armory well. 01:05:03 Director Turner spoke regarding stormwater regulations around PFAS. 01:06:50 Director Turner spoke regarding possible wastewater treatment regulations that may be coming in the future as it is currently being researched. She would anticipate pre-treatment regulations in the future. She spoke to the importance of the city staying informed and involved throughout the regulatory creation process. 08:07:41 PM (01:10:10) Councilor Dahlman asked about local point source contributors. 08:08:25 PM (01:10:54) City Manager Russell provided discussion about moving forward on these matters locally and nationwide. CITY MANAGER, COUNCIL, AND MAYOR REPORTS 08:12:09 PM (01:14:38) Mayor Johnson spoke to inflation and the economy and forecasting. 01:19:43 City Manager Russell reported on the state CPACE program which is an opportunity for property owners to implement energy efficient upgrades and finance them over a period of time on their property tax rolls. Manager Russell asked Council whether they would like to hold a work session to look into it further. Receiving confirmation, Manager Russell will schedule a related discussion on an upcoming work session. E.
