HEAR THE PUBLIC: Margaret Davis (160 Charlotte) had comments regarding Logan Health’s Conway Drive
& Sunnyview Lane – she would like them to be connected. Also regarding the Gateway Community Center
Parking Lot, she would also like the streets connected and access improved and felt that this should be under
continual oversight by the City.
PERFORMANCE BOND REMINDERS:
Planning received a bond extension from Big Sky IV. Public Works and Parks will be looking at The Landings
Building 5 for completion soon. Public Works is tracking Beehive Homes and they are not hitting milestones.
TD&H is helping them. DEQ approval is still pending. Public Works to advise status of the warranty bonds at
Husky St Apartments and the Apartments @ 2 Mile to Planning.
OLD BUSINESS:
The Harper/Jiffy Lube- 1280/1290 Highway 2 W; new 40-unit multifamily development/Lube Center – Per
Public Works, DEQ approval, waiver of SID, reimbursable deposit, and Stormwater Maintenance Permit are still
pending. Pre-treatment still has comments out since April. Parks requested irrigation plans and more information
on landscaping plans on July 19th and again on October 17th. This will be on the agenda next week.
Parkland Meadows (Lots 5&7 - Bldgs A,B,D&E) – Airport Rd; new multifamily apartment buildings – Planning
received irrigation plans for Lot 7 and offsite. Parks has not reviewed plans. Public Works sent comments out on
September 20th for Lot 7 and on October 7th for Lot 5. Public Works is working on the lift station with Jackola.
This will be on the agenda next week.
NW MT Head Start – 79 7th Ave EN; addition – Planning is still waiting on landscaping. Pre-treatment sent
comments out in June on the existing building. This will be on the agenda next week.
Creekside Commons – Glenwood Dr; new apartment building – Public Works sent comments out on October
10th. Plan Review is in the process of reviewing. Parks emailed a request for updated details on October 7th. This
will be on the agenda next week.
Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Planning received new building
plans and confirmed there are no changes to the site. Public Works sent comments out on November 4th. Pre-
treatment sent comments out on July 22nd and re-sent on November 10th. Parks sent comments out in June and
re-sent in October. This will be on the agenda next week.
Gateway Mall Parking Lot – 1203 Hwy 2 W – parking lot remodel – The Floodplain permit is being processed.
Beargrass Landscaping is doing the internal landscaping plans and will likely send plans soon. This will be on the
agenda next week.
Logan ED Parking Lot – 310 Sunnyview Lane – parking lot remodel – Public Works will not be reviewing until
record drawings have been received. This will be on the agenda next week.
NEW BUSINESS: PRELIMINARY COMMENTS: LC Staffing – Treeline Rd – Fire Department
approved the plans. Planning will request plans to have setbacks and labeled contours on
sheet G002. Public Works will require the approach and sidewalk to be concrete and
match City standard, the meter pit to be moved to the boulevard, and the stub out on the
water main to be used for fire or be abandoned. Some of the slopes have suspect
elevations that need to be addressed. Public Works to review the solid waste location.
The sidewalk ramps should be relocated for the crossing and the approach should be
aligned with Treeline Center. Their project refers to a project that Public Works does not
have so they need to include it into their plans.
OTHER COMMENTS: Planning advised that MDT will not accept a 4-way stop at Meadows Edge and Spring
Creek Park. Spring Creek Park will be applying for preliminary plat soon; Planning would like to have a meeting
with 11/11 and Farm to Market and SW corner property owners to meet to discuss this intersection. Wade
Rademacher from Edge, LLC stated that MDT wanted to separate the right of way permit for the entrance to
Meadows Edge Phase 3 and the right of way for utility work.
Public Works received a Right of Way Permit for 417 E Idaho and asked if it would be coming to Site Review.
Planning is working with them and will add it to the agenda once more information is provided.
Public Works has not yet reviewed the Airport Checklist but will soon.
Stillwater Village should be on the December 13th Planning Board Meeting as well as 2 CUPS (group home and
residential apartments). Starling final plat is in process. Planning received updated plans with adjusted sizes after
Parks signed off; Parks and Planning to review together.
Starling Apartments should be coming through Site Review next week for preliminary comments.
Public Works’ RFP for review software is due 11/18.
