HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: Sunshine Factory and Kalispell Foot & Ankle bonds have
been released. Meridian Apartments bond expired 11/1 but the work is almost complete. Planning will
follow up with them next week. Plan Review advised that they have a PTAC shortage that will delay
their C of O. Big Sky IV will send a new PIA with no expiration. Public Works will follow up with Parks
regarding Meadows Edge bond reduction request. The Landings wants to remove the trash enclosure
gates. Kari will follow up with ARC. The Landings Phase 2 will be coming in for Final Plat soon and
cannot bond due to a waiver on the preliminary plat. Owl View will send a new bond that expires in June
2023.
OLD BUSINESS:
The Harper/Jiffy Lube- 1280/1290 Highway 2 E; new 40-unit multifamily development/Lube Center
– Public Works is still waiting for DEQ review. Plan Review has not received a response to their
comments. This will be on the agenda next week.
Parkland Meadows (Lots 5&7 - Bldgs A,B,D&E) – Airport Rd; new multifamily apartment buildings –
Public Works has a resubmittal for Lot 7 to review and sent questions regarding a conduit discrepancy
between electrical and civil plans to Jackola. This will be on the agenda next week.
NW MT Head Start – 79 7th Ave EN; addition – Nothing new. This will be on the agenda next week.
Eagle Valley Ranch Apartments – Bldgs E,F,G&H – 2000 Jefferson Blvd – Public Works, Parks,
Planning, and Fire Department signed off. Parks will be providing Jackola with irrigation plan
comments. Public Works will need the Record Drawing Deposit before for sending the DEQ approval.
Creekside Commons – Glenwood Dr; new apartment building – Public Works has questions for the
engineer. This will be on the agenda next week.
Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center –Public Works is close to
completing the review and will be sending comments out. No update regarding Hwy 93 access from
MDT. This will be on the agenda next week.
Gateway Mall Parking Lot – 1203 Hwy 2 W – parking lot remodel – Planning received updated plans
and received the floodplain permit application. Updated landscape architectural plans have not been
received. This will be on the agenda next week.
Logan ED Parking Lot – 310 Sunnyview Lane – parking lot remodel – Public Works is still waiting
for as-builts. This will be on the agenda next week.
NEW BUSINESS: PRELIMINARY COMMENTS: Tooth Booth – 455 Cascade Loop (E of Sherwin
Williams – KNTC) – Planning presented preliminary site plan. Jackola will be moving
the trash enclosure location. Jackola stated that there is an existing hydrant, power, storm,
and boulevard trees nearby and that sewer was stubbed in somewhere on the site. Public
Works will accept the misalignment of the center lines of the driveway connecting
Sherwin Williams and the building. The building will not be sprinkled but Fire
Department is ok with access and distance from the hydrant.
PUD Amendment – Parkland Meadows – building permits issued prior to final plat –
Discussion was held whether the PUD amendment is major or minor. Planning clarified
that this would not approve release of permits; it’s only to issue permits once complete
Final Plat application is received. Planning also advised that this approval is consistent
with previous PUD amendments being considered minor. The committee agreed that this
is a minor amendment.
OTHER COMMENTS: Stillwater Village preliminary plat was postponed until at least December
since geo-tech, TIS, and other items are pending. The latest submittal date to make the December
Planning Board Meeting is 11/23.
The Public Works Plan Review Software RFP has several companies looking to bid but one requested it
remain open until 11/18 (was 11/15). The committee did not any issues with leaving the bid open for an
additional 3 days.
