B. DISCUSSION 1. H Partnership (CAP 07:01:10 PM (00:02:28) (10a Presentation) Cassidy Kipp with Community Action Partnership began the conversation by providing background information about CAP's mission and programs and how they measure their progress and success. She provided information about several Housing and Urban Development (HUD) definitions and how they relate to CAP programming and assistance eligibility. She spoke in detail regarding current market conditions as compared to the past and how those conditions are impacting local needs and social services. She spoke about the problems with under -utilization of the programs due to lack of housing that qualifies. Tracy Diaz with Community Action Partnership contributed to the presentation periodically. Council asked questions of CAP staff throughout the presentation. Page 1 of 4 Kalispell City Council Minutes, October 10, 2022 00:49:37 Development Services Director Jarod Nygren provided information related to questions raised by Council. 00:51:30 Ms. Kipp continued her presentation speaking about fair market rent versus prevailing market rate and how the gap between the two is increasing in disparity and how that affects their clients. She then provided two examples of statewide housing resources and local impacts. 01:00:35 Ms. Kipp continued her presentation explaining how tax credits work. She spoke regarding the competing requirements of different programs and how that complicates projects. 01:06:58 Councilor Graham provided discussion related to the issues the building community is currently experiencing. 01:09:11 Ms. Kipp and Ms. Diaz continued the conversation about current struggles. 01:10:19 Councilor Daoud provided discussion. 01:10:53 Ms. Kipp continued her presentation and discussion and responded to questions from Council. 01:16:21 Ms. Kipp spoke regarding existing resources and limitations. She then spoke regarding a needs assessment that has been conducted by CAP. 01:18:26 Walter Roundtree asked CAP to explain what Council may be able to help with. 01:19:20 Ms. Kipp announced that there is a current board opening at Community Action Partnership. Ms. Kipp also said that open communication is very important. 08:19:21 PM (01:20:32) Tracy Diaz explained that federal lobbying to change the federal requirements would be helpful from Council. She also said that it is important for Council to think `outside of the box'. 01:22:12 Councilor Graham spoke to what Council has done to help with housing issues. 01:26:20 City Manager Russell spoke regarding the number of residential building permits that have been issued by the city and then spoke regarding housing issues across the state and the nation and the conversations that are happening. 01:30:01 Jamie Quinn with the Community Action Partnership Board spoke to infrastructure that needs to be changed on the state level. She then spoke regarding her views about the relationship between CAP and the City. 01:33:37 Councilor Daoud provided discussion. 01:37:16 Tracy Diaz provided discussion related to the relationship between the organizations. 01:40:12 Councilor Fisher asked questions for Ms. Diaz related to funding sources and staff levels. CITY MANAGER, COUNCIL, AND MAYOR REPORTS 02:24:03 City Manager Russell reported that staff has received phenomenal feedback regarding the Montana League of Cities and Towns Conference that occurred last week with Kalispell hosting. He thanked Aimee Brunckhorst for the work put into the conference. E.
