09-27-22 Architectural Review Committee MinutesMINUTES ARCHITECTURAL REVIEW COMMITTEE DATE: Tuesday, September 27, 2022 @ 7:30 AM Kalispell City Hall, 201 1st Ave E MEMBERS PRESENT: Julie Pierrottet (Chair); Robin Spear; John Hinchey, Mark Pirrie, Susanne Wigginton, Sarah Turner (Zoom), OTHERS PRESENT: City Staff –Kari Barnhart # Of Guests: 4 Hear the Public: None Approval of Minutes: John moved to approve the September 13, 2022, minutes; Robin 2nd; approved (6-0). New Business: None Signs: Stillwater Crossing – 430 Stillwater Rd – monument signs – Kari presented sign rendering. Susanne motioned to approve, Mark 2nd, Robin abstained, approved (5-0). Town Pump – W Idaho – face replacement monument sign – Kari presented sign rendering showing reader boards with updated technology. Susanne motioned to approve, Mark 2nd, approved (6- 0). Town Pump – Hwy 93 S - face replacement monument sign - Kari presented sign rendering showing reader boards with updated technology. Susanne motioned to approve, Mark 2nd, approved (6- 0). Buildings: NWMT Head Start – 79 7th Ave EN – addition – Elizabeth and Shawn from Cushing Terrell presented plans for new addition and relocation of 1 row of parking. Susanne moved to approve, Mark 2nd, approved (6-0). Old Business: Berkshire Hathaway – 123 S Main St – wall sign & paint color – Kari provided paint samples for the 2 proposed options from the Design Guidelines. A special onsite meeting was scheduled for 9/20 but a quorum was not present. Mark and John had concerns about approving colors from the Design Guidelines and felt that the Committee approval is not needed. Julie advised that the committee could provide a color recommendation. Discussion regarding the original renderings being pink and the importance of providing paint samples was held. Robin moved to approve painting of the sign with the recommendation of the color Wickerwork, John 2nd, motion approved (5-1). Other Discussion: 2022 ARC Awards – The committee selected The Great Indoors (new construction) and The Ritz (remodel) as the winners. Susanne asked if everyone was informed in writing that they must bring samples; otherwise, they could be tabled due to lack of documentation. Kari confirmed that samples are included on the checklist and that she verbally informs applicants that samples are required. Kari advised Susanne that she cannot tell someone in advance that they will be tabled. Mark stated that the committee just approved other signs without samples. Julie stated that a checklist and Kari’s verbal instructions are sufficient. The committee reviewed the Downtown Historic Design Standards to determine if all colors in the standards are approved; the Standards only state that selected colors should complement colors in the Historic District. Julie advised the committee to be cognizant of the streetscape when making decisions and recommendations and that they provide a concrete reason behind their recommendations to the applicants.
