SUBJECT: Temporary Removal of 2-hour Parking Restrictions (Ordinance 1821)
in Portions of Downtown Kalispell
MEETING DATE: October 3, 2022
BACKGROUND: As part of the Charles Hotel and Eagles Lot mixed -use project there will be
permit holders within both the Eagles Lot and Valley Bank lot temporarily displaced until such time
the parking garage construction is complete. In an effort to minimize the displacement of those
permit holders, the Parking Advisory Board is recommending removal of 2-hour parking restrictions
in portions of the Downtown. Ordinance 1821 places 2-hour parking restriction on Second Street
from First Avenue West to Second Avenue West and Fourth Street between First Avenue West and
Second Avenue West, amongst other 2-hour parking restricted areas.
Removal of the 2-hour parking restrictions will allow for employees currently utilizing the parking
lots the option of parking on the aforementioned streets without having to rock and roll. This will
result in an additional 38 long-term parking spaces downtown in close proximity to those parking lots
being displaced. City 72-hour parking restriction regulating motor vehicles being parked for
indefinite period will still apply. The temporary removal of parking restrictions would be reinstated
by further Council action at the time the public parking garage is completed.
RECOMMENDATION: The Parking Advisory Board is recommending that the Kalispell City
Council approve Resolution 6110, a Resolution temporarily removing the 2-hour parking restriction
on Second Street from First Avenue West to Second Avenue West and Fourth Street between First
Avenue West and Second Avenue West, effective at such time permit holders are displaced due to
construction on the 3rd and Main Lot and Eagles Lot.
FISCAL EFFECTS: Elimination of the 2-hour parking restrictions in designated areas may result in
a slight reduction in parking citations.
ALTERNATIVES: Deny the request.

A RESOLUTION TEMPORARILY AMENDING ORDINANCE NO.1821, CODIFIED AT
CHAPTER 17 OF THE KALISPELL MUNICIPAL CODES ENTITLED MOTOR
VEHICLES AND TRAFFIC, BY REMOVING RESTRICTIONS REGARDING TWO
HOUR PARKING ON CERTAIN STREETS IN THE CITY OF KALISPELL.
WHEREAS, as part of the Charles Hotel and Eagles Lot mixed -use project there will be permit
holders within both the Eagles Lot and Valley Bank lot temporarily displaced until
such time as the parking garage construction is complete; and
WHEREAS, in an effort to minimize the displacement of those permit holders, the Parking
Advisory Board is recommending removal of 2-hour parking restrictions in
portions of the Downtown; and
WHEREAS, the Kalispell City Council finds that temporarily removing the 2-hour parking
restriction on Second Street from First Avenue West to Second Avenue West and
Fourth Street between First Avenue West and Second Avenue West, are necessary
and proper to protect the safety and welfare of the public using the public right-of-
ways in the City of Kalispell.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. The two-hour parking restrictions will be temporarily removed on
Second Street from First Avenue West to Second Avenue West and
Fourth Street between First Avenue West and Second Avenue West.
SECTION 2. This Resolution shall take effect at such time as construction is
begun on the Charles Hotel and Eagles Lot projects and end at
Council discretion.
