TIF & TEDD
Downtown:
Staff reported updates regarding the public parking garage project: the Montana Hotel Dev Partners (MHDP)
were the only respondents to the Eagles' Lot RFP. The Selection Committee (including URA representative,
Shannon Freix) meet earlier in the day to receive materials and begin discussion. The Selection Committee is
scheduled to meet again July 22, 2022. A recommendation from the Selection Committee is to go to City
Council for consideration at its August 1, 2022, meeting.
URA discussed the Eagles' Lot proposal, including topics of downtown parking, housing, building height and
design, project timeline, developer's agreement, and workforce housing.
Downtown and Westside/Core Area Urban Renewal Plan Amendment Proposal:
Referencing city staff report KD-22-01, staff provided a summary of the proposal to include "workforce
housing" as an eligible use of tax increment finance funds in both the Downtown and Westside/Core Area
Urban Renewal Plan districts. To do so requires review by the Planning Board and action by City Council. Staff
asked the URA to provide input as well. Montana Code Annotated allows for "workforce housing" under TIF
law but does not define the term. Staff has recommended using a standard from the US Department of
Housing and Urban Development which the City used in the establishment of income guidelines for the
Community Land Trust: 80% to 120% area median household income. Additionally, staff advised that within
the housing industry the benchmark is that housing costs should not exceed 30% of household gross income, a
larger portion would be considered burdensome on households. While not legally required, a vote and
recommendation from the Urban Renewal Agency to City Council is sought as another layer of public
engagement on the issue. Cara LeMire moved to recommend to City Council support for amending the
Downtown and Westside/Core Area Urban Renewal Plans to include workforce housing as defined in the staff
report. David Girardot seconded the motion. Following discussion a vote was held: those in favor: Cara
LeMire, David Girardot, Catherine Potter and Marc Rold; those opposed: Shannon Freix.
