BACKGROUND: NeighborWorks Montana, on behalf of Green Acres Cooperative, Inc., is
requesting that the City of Kalispell serve as a host for the submittal of a Community
Development Block Grant (CDBG) Public Facilities grant for the purpose of connecting to the
city's waste -water system. On August 1, the council had authorized Green Acres a CDGB
Housing grant for the same project. Since that time, the state has informed NeighborWorks that a
Public Facilities grant is more appropriate for the project and that the city could serve as the host
for two Public Facilities grants (Morning Star and Green Acres).
Green Acres operates 6 septic and drain field systems that were installed in the mid to late 60's
and are also at the end of their useful lifetime. If awarded, the grant would help fund the design
and construction of the onsite infrastructure needed to connect to the mains within S. Woodland
Drive. The grants are available only through Montana municipalities and counties and the City of
Kalispell therefore has the legal authority to provide such assistance.
RECOMMENDATION: It is recommended that the Council consider and pass Resolution
6105, to authorize the submission of applications to the Department of Commerce for a
Community Development Block Grant (CDBG) Public Facilities grant for the purpose of
connecting to the city's waste -water system for the purpose of building the required
infrastructure to connect to City sewer for Green Acres Cooperative, Inc.
ALTERNATIVES: Upon consideration of the proposal the Council may reject the resolution.

A RESOLUTION AUTHORIZING THE CITY OF KALISPELL TO SERVE AS HOST FOR
APPLICATIONS TO THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PUBLIC
FACILITIES GRANTS PROGRAM AS REQUESTED BY NEIGHBORWORKS MONTANA ON
BEHALF OF GREEN ACRES COOPERATIVE, INC. FOR THE PURPOSE OF FUNDING THE
DESIGN AND CONSTRUCTION OF THE REQUIRED INFRASTRUCTURE TO CONNECT TO
THE CITY OF KALISPELL SEWER UTILITY.
WHEREAS, Green Acres operates six septic and drain field systems that were installed in the 1960's and
are at the end of their useful lifetime; and
WHEREAS, NeighborWorks Montana, on behalf of Green Acres Cooperative, Inc., requested that the
City of Kalispell serve as host for applications to the Community Development Block Grant
(CDBG) Public Facilities Grants Program to fund the design and construction of the
required infrastructure to connect to City sewer; and
WHEREAS, the City of Kalispell has the legal authority to provide this assistance to NeighborWorks
Montana on behalf of Green Acres Cooperative, Inc.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS
FOLLOWS:
SECTION 1. That the City of Kalispell, NeighborWorks Montana, and Green Acres Cooperative,
Inc. shall execute agreements to conform to the regulations, statutes, terms, and
conditions as described in the Grant Applications.
SECTION 2. That the City of Kalispell authorizes NeighborWorks Montana to submit
applications to the Community Development Block Grant (CDBG) Public Facilities
Grant Program on behalf of Green Acres Cooperative, Inc., for the purpose of
design and construction of the required infrastructure to connect to the City of
Kalispell Sewer Utility and to provide such additional information as may be
required.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF THE
CITY OF KALISPELL, THIS 19TH DAY OF SEPTEMBER, 2022.

Please accept this letter as an official request to the City of Kalispell to serve as a host for the submittal
of a Community Development Block Grant (CDBG) Housing Grant application to assist with the
connection of Green Acres Cooperative, Inc. to the City's Waste -Water System.
Green Acres Cooperative, Inc. is a 32-unit manufactured home community that is resident owned. The
community is located at 1721 South Woodland Drive, Kalispell. The community has been a resident
owned community (ROC) since July 2010, they are providing residents with rent stability and permanently
affordable housing.
Currently, Green Acres operates 6 septic and drain field systems that were installed in in the mid to late
60's and are at the end of their useful life. As part of this request, Green Acres Cooperative, Inc. has
become annexed into the City of Kalispell and received sponsorship from the City of Kalispell for
applications to DNRC RRGL and MCEP funding.
NeighborWorks Montana (NWMT) provides technical assistance to the community and is working in
conjunction with the DNRC and Department of Commerce. Predevelopment activities are currently being
completed including a Preliminary Engineering Report (PER) with an estimated completion date of August
2022. NWMT will assist in the writing of the CDBG grant application and the management of all grants
received, if approved, and continue to provide technical assistance oversight through the project.
Please let us know what we can do to further explore the possibility of this request. NWMT Staff
previously met with the City Community Development and Planning and Public Works Staff to discuss
the conceptual plans and funding requirements for the project. We are excited for the next
conversations to move the project forward in concert with the City of Kalispell.
