The bid specifications were created to improve operator safety, minimize equipment down time, increase operator collection efficiency, and reduce repairs and maintenance time and costs. Two distributors submitted bid packets for the project. The bid tabulations for the purchase of up to two (2) new 31 CY Side Loader Solid Waste Trucks amounts are compiled below. STAFF RECOMMENDATION: Award the bid for two (2) new 31 CY Side Loader Solid Waste Trucks to SWS Equipment. ACTION REQUESTED: Motion to award the purchase of two (2) new 31 CY Side Loader Solid Waste Trucks to SWS Equipment in the amount of $914,356.00. FISCAL EFFECTS: The FY23 Solid Waste Budget allocated funds in Line -item number 5510- 460-430840-944 for two new 31 CY Side Loader Solid Waste Trucks at $450,000 per unit totaling $900,000. The purchase of one of the Side Loaders will be supplemented through a 5- year BOI Loan, and the second Side Loader will be funded from the capital equipment replacement line item 944. The equipment bids received are $14,356 above the allocations in FY 23 Solid Waste Budget and will need to be administratively amended to support the additional expenditure amount. ALTERNATIVES: As suggested and approved by the City Council. Minimum Specification Highlight Summary: a. External pack panel cylinders: Pack panel cylinders located inside of the body are prone to wear and excessive damage from garbage/debris, are difficult to maintain inside enclosed truck body, and incur additional expenses to maintain. o SWS Equipment: Met the minimum bid specification as advertised. o Montana Peterbilt / Curbtender: Failed to meet the minimum bid specification as advertised. b. Pack panel shall be on rollers: o SWS Equipment: Met the minimum bid specification as advertised. o Montana Peterbilt / Curbtender: Failed to meet the minimum bid specification as advertised. The Curbtender pack panel runs on a T-rail system with wear shoes. Wear shoes are not readily visible or accessible for inspection, require the internal pack panel to be removed for replacement and incur additional expenses to maintain. c. Flat hopper floor: Flat hopper floors minimize operator exposure to unknown liquids, improve maintenance efficiencies, and minimizes floor erosion which cause premature floor replacements. o SWS Equipment: Met the minimum bid specification as advertised. o Montana Peterbilt / Curbtender: Failed to meet the minimum bid specification as advertised. The Curbtender has a T-rail in the middle of floor with additional weld seams and structural areas suspectable to metal erosion which compromises long term functionality.
