KALISPELL August 22, 2022, at 7:00 p.m.

The public was able to participate in person in the council chambers or via videoconferencing.

B. DISCUSSION
1. Downtown & West Side Urban Renewal Plan Amendments — Workforce Housing
00:02:38 City Manager Russell began the staff presentation on this item providing background.
He then reviewed urban renewal and tax increment financing statutes within Montana Code
Annotated.

explaining the proposed process if council would like to move forward with this item. He also
explained the reasoning behind staff's recommendation for the definition of workforce housing
as it relates to this item.

Ms. Gerth of Kalispell thanked everyone for their service. She then shared her housing story in
which she had difficulty finding housing and a job that would support her family. She feels
housing costs need to be brought down and would like to see workforce housing defined below
80% adjusted median income.
01:42:08 Barbara Fenchak, Public Comment
Ms. Fenchak with Community Kitchen - Feeding the Flathead spoke regarding current job
vacancies within the community emphasizing that many of the companies requesting employees
are service industry positions. She also spoke regarding many people moving to other areas as
they are unable to afford the rent.
01:44:46 Shannon Friex, Public Comment
Ms. Friex asked about using the possibility of Tax Increment Financing for homeownership
projects. She spoke regarding TIF programs in other municipalities as considerations. She spoke
regarding the importance of having blight in mind when reviewing TIF programs. She also spoke
regarding other areas to use TIF such as parkland. Ms. Friex would like a housing study done.
01:48:07 Mayre Flowers, Public Comment
Ms. Flowers with Citizens for a Better Flathead asked how TIF that was utilized for rent would
generate further income and pointed out that since the TIF funds infrastructure, that avenue
would seem more beneficial. She said she would like to see a housing authority created and
would like to see a housing study. She spoke in detail about how important local control is. She
then spoke regarding the importance of transparency and noticing meetings.
01:55:51 Giuseppe Caltabiano, Public Comment
Mr. Caltabiano, a Council Person in Whitefish clarified that in Whitefish one of the major

concerns is that the growth policy has become outdated and feels the Kalispell growth policy is
outdated as well. He spoke regarding the difficulties with defining workforce housing. He
thanked Council for having this topic on a work session.
02:00:41 Cassidy Kiev, Public Comment
Ms. Kipp with Community Action Partnership (CAP) spoke regarding working hard to address
the housing issues impacting Kalispell. She spoke regarding the programs and resources related
to housing that CAP has in place. She then asked staff why she was not consulted about the
definition of workforce housing, etc., and what is prohibiting CAP's participation in the process.
She spoke about being honored for one of their housing programs and spoke further on the
housing programs CAP offers and the need to be data driven.

3. Kalispell Parkline Reservations
02:26:11 City Manager Doug Russell provided background on this item.
02:28:13 Parks and Recreation Director Chad Fincher spoke regarding adding a reservations
system within the green areas of the Kalispell Parkline similar to how other park areas are
reserved including the fee system.

Ms. Friex spoke regarding concerns she has with the Eagles Lot request for proposal review
process. She then spoke about concerns she has for public input as it relates to transfer of lands.
Ms. Friex spoke further about concerns she has with the request for proposal and asked Council
to consider specific areas of the RFP. Ms. Friex spoke further regarding the RFP review process
and her involvement and what she would like to see happen.

September 6, as Monday the 5th is a holiday.
