I. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action)
City Manager Russell provided the following report:
• Downtown TIF — Development Services will be working with the state and
County on a planning grant.
• The Golf Course experienced flood damage to bridges. The city is working with
the golf course on a FEMA grant related to the flood damage.
• Three items on next work session: Follow up on TIF re: workforce housing,
legislative platform, and Kalispell Parkline rental use
• Finance Director Rick Wills is retiring, and this is his last budget. Manager
Russell commended Director Wills for his many years of responsible fiscal
management. He then announced that Aimee Cooke will step in as Interim
Finance Director.
00:40:16 Councilor Gabriel asked about the possibility of the city releasing a statement about the
porta-potty issue.
07:39:22 PM (00:41:03) City Manager Russell explained why our treatment plant is not able to
take porta-potty waste.
07:42:02 PM (00:43:43) Councilor Graham spoke further about the issues with taking porta-
potty waste in our treatment facility.
07:42:56 PM (00:44:37) Councilor Dahlman spoke of her experience touring the fire department
and the new dorms that were built to provide some privacy.
00:45:04 Councilor Daoud would encourage the public to look at the budget meeting materials.
07:44:05 PM (00:45:46) Mayor Johnson spoke regarding the past nine years of city financing
and thanked, and commended Finance Director Rick Wills for always making the budget
finances easy to understand.
Director Rick Wills spoke how he has appreciated the Mayor and Councils appreciation of staff
over the years.
07:46:21 PM (00:48:02) Mayor Johnson mentioned that Mayor Engen from Missoula passed
away and provided his condolences to his family, friends, and the Missoula community.
