BACKGROUND: NeighborWorks Montana, on behalf of Morning Star Community, Inc. and
Green Acres Cooperative, Inc., is requesting that the City of Kalispell serve as a host for the
submittal of Community Development Block Grant (CDBG) Public Facilities and Housing
grants for the purpose of connecting to the city's waste -water system. Currently, Morning Star
operates 21 septic and drain field systems that were installed in 1973 and are at the end of their
useful lifetime. Morning Star has annexed into the City of Kalispell and previously received
sponsorship from the city for applications to the Department of Natural Resources and
Conservation RRGL and MCEP funding.
Green Acres operates 6 septic and drain field systems that were installed in the mid to late 60's
and are also at the end of their useful lifetime. If awarded the grants would help fund the design
and construction of the onsite infrastructure needed to connect to the mains within S. Woodland
Drive. These grants are available only through Montana municipalities and counties and the City
of Kalispell therefore has the legal authority to provide such assistance. Council held a work
session on July 11 regarding the request and directed staff to put the request on their meeting
agenda for consideration.
RECOMMENDATION: It is recommended that the Council consider and pass Resolution
6086, to authorize the submission of applications to the Department of Commerce for
Community Development Block Grant (CDBG) Public Facilities and Housing grants for the
purpose of connecting to the city's waste -water system for the purpose of building the required
infrastructure to connect to City sewer for Morning Star Community, Inc and Green Acres
Cooperative, Inc.
ALTERNATIVES: Upon consideration of the proposal the Council may reject the resolution.

A RESOLUTION AUTHORIZING THE CITY OF KALISPELL TO SERVE AS HOST FOR
APPLICATIONS TO THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PUBLIC
FACILITIES AND HOUSING GRANTS PROGRAM AS REQUESTED BY NEIGHBORWORKS
MONTANA ON BEHALF OF MORNING STAR COMMUNITY, INC. AND GREEN ACRES
COOPERATIVE, INC. FOR THE PURPOSE OF FUNDING THE DESIGN AND
CONSTRUCTION OF THE REQUIRED INFRASTRUCTURE TO CONNECT TO THE CITY OF
KALISPELL SEWER UTILITY.
WHEREAS, the Morning Star Community, which was recently annexed by the City of Kalispell, is now
served by 21 private septic systems installed in 1973 and nearing the end of their useful
lifetimes; and
WHEREAS, Green Acres operates six septic and drain field systems that were installed in the 1960's and
are at the end of their useful lifetime; and
WHEREAS, NeighborWorks Montana, on behalf of Morning Star Community, Inc., and Green Acres
Cooperative, Inc., requested that the City of Kalispell serve as host for applications to the
Community Development Block Grant (CDBG) Public Facilities and Housing Grants
Program to fund the design and construction of the required infrastructure to connect to City
sewer; and
WHEREAS, the City of Kalispell has the legal authority to provide this assistance to NeighborWorks
Montana on behalf of Morning Star Community, Inc. and Green Acres Cooperative, Inc.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS
FOLLOWS:
SECTION 1. That the City of Kalispell, NeighborWorks Montana, Morning Star Community,
Inc. and Green Acres Cooperative, Inc. shall execute agreements to conform to the
regulations, statutes, terms, and conditions as described in the Grant Applications.
SECTION 2. That the City of Kalispell authorizes NeighborWorks Montana and Green Acres
Cooperative to submit applications to the Community Development Block Grant
(CDBG) Public Facilities and Housing Grant Program on behalf of Morning Star
Community, Inc. and Green Acres Cooperative, Inc., for the purpose of design and
construction of the required infrastructure to connect to the City of Kalispell Sewer
Utility and to provide such additional information as may be required.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF THE
CITY OF KALISPELL, THIS 1ST DAY OF AUGUST, 2022.

of a Community Development Block Grant (CDBG) Public Facilities Grant application to assist with the

Morning Star Community, Inc. is a 41-unit manufactured home community that is resident owned. The
community is located at 1717 S Woodland, Kalispell. The community has been a resident owned
community (ROC) since June 2017, they are providing residents with rent stability and permanently
affordable housing.
Currently, Morning Star Community operates 21 septic and drain field systems that were installed in
1973 (49 years old) and are at the end of their useful life. As part of this request, Morning Star
Community, Inc has become annexed into the City of Kalispell and received sponsorship from the City of
Kalispell for applications to DNRC RRGL and MCEP funding.
NeighborWorks Montana (NWMT) provides technical assistance to the community and is working in
conjunction with the DNRC and Department of Commerce. Predevelopment activities were completed
including a Preliminary Engineering Report (PER) in May 2022. NWMT will assist in the writing of the
CDBG grant application and the management of all grants received, if approved, and continue to provide
technical assistance oversight through the project.
Please let us know what we can do to further explore the possibility of this request. NWMT Staff
previously met with the City Community Development and Planning and Public Works Staff to discuss
the conceptual plans and funding requirements for the project. We are excited for the next
conversations to move the project forward in concert with the City of Kalispell.
