TIF & TEDD
Downtown:
Staff reported updates regarding the public parking garage project: the Montana Hotel Development Partners
(MHDP) has proposed modifying the project such that they would build, own, operate and maintain the
parking structure with the City provided a set number of parking spaces over a period of years with complete
terms to be set in a Developer's Agreement. The proposal is additionally modified such that multi -family
rental housing would be built on the upper floors of the structure. At City Council's Work Session held June
13, this concept was discussed as well as the possibility of some sub -set of the housing units being provided as
work force housing and potentially eligible for TIF (as allowed by statute). Thus, a request for proposals to
develop the city owned Eagles Lot as generally described would be published and responses reviewed, scored
and a proposal selected b City Council to complete the project.
Kalispell Parkline Updates:
Day -long community celebrations and a 5:30 pm Ribbon Cutting event are planned for Thursday, July 21.
Generous community volunteers and donors are contributing to make this a special day. The URA committee
is encouraged to attend.
South Kalispell/Airport TIF Traffic Improvement Project:
A short list of final, punch list items are expected to be completed on this project by the end of June, marking
the full completion of the project.
Montana League of Cities and Towns, TIF Working Group:
The Montana League of Cities and Towns TIF Working Group meets monthly in the year leading up to a
legislative session. The League monitors TIF legislation, supports its members in addressing requests for data
and provides education to relevant parties on TIFs throughout Montana. As part of these efforts, a brochure
on TIF projects and benefits has been drafted and communities across the state are encouraged to share it
with their area legislators. The Committee asked if the City would post this document via its social
media/website and additionally share with the Kalispell Chamber of Commerce. Staff will follow-up.
BROWNFIELDS
EPA Region 8 Brownfields Office is going to conduct a phase II ESA at the former BankWest location on West
Idaho Street in support of a pending property sale. Work is expected to begin in July.
Kalispell is utilizing the last of its Brownfields Assessment petroleum grant to conduct a phase II ESA at the
Samaritan House location on Second Street West. This work is expected to begin in July.
The City's December 2021 Brownfields Assessment Grant application was not selected. The City has
participated in a de -brief where the agency provides feedback for a successful future application. These
grants are expected to be available again fall 2022 and as of now, the city intends to modify the unfunded
grant application for re -submission.
BOARD MEMBER POSITIONS
Catherine Potter and Marc Rold were appointed to the URA by Mayor Johnson in April. Welcome to Catherine
and, thank you to Marc for applying for re -appointment. Discussion among the members led to decision to
name Marc Rold as Chair, continuing his role.
