RE: Proposed Purchase and negotiations on Robert & Donna Monk property.
1. Robert Monk contacted me after the City completed the purchase of the Torgenson
property. He wanted to discuss the purchase of his property at the City Airport. We discussed
the appraisal and review appraisal process that is required for all anticipated purchases through
the Federal Acquisition program which the FAA adheres to. Mr. Monk replied that he knew
about the process and had already come to a decision on what he wanted for their property and
would not be doing an appraisal himself. After several telephone conversations and my
discussions with the City Attorney and Interim City Manager Frank Garner, we decided I should
have a face to face discussion with Mr. & Mrs. Monk.
2. On October 18"' I met with Mr. & Mrs. Monk at their McGregor Lake home. We looked
at the legal description of the property as well as the current certificate of survey they had. I went
over the future expansion plans for the airport and the FAA participation. We discussed some
current easements that are on the property and the current water well on the Torgenson property
the City has already purchased. Mr. Monk said he was one of the four original people who put
the well in many years ago. The other individuals that shared in the well were Torgenson,
Schlegal, and Loudon. How the well is handled right now he does not know since he has no
buildings on his properties at the airport.
3. I informed Mr. Monk that the City is interested in his property, however, we must follow
a strict set of guidelines through the appraisal process so that any purchase would be eligible for
reimbursement by the FAA when the airport is redeveloped. I told them I would talk to the
proper personnel at the City and start the appraisal process as soon as possible. He informed me
that he would like to conclude the process before the end of the year for tax purposes. I told him
I would keep them informed.
4. I support the purchase of this property for the redevelopment of the City airport. This
property includes the undedicated dirt road that connects to the sewer plant road and runs along
the west side of the current airport area and along the southern boundary of the airport to
Highway 93. This 10.65 acres is the second largest individual piece of property we will purchase
for the redevelopment of the airport. It is third on the list of priority purchases I have listed on
the redevelopment plan behind Torgenson and Hoerner.
5. The Monk family is very close with the Wise family, the largest piece of property to be
acquired with the redevelopment plans. Mr. Monk has agreed to sit down with Mr. Wise and
myself when we are ready to move on the Wise property.
6. No price has been discussed or suggested as of yet, but I have given the information to the
Community Development Director so that the appraisal process can get started.
