RE: Property Development at City Airport Location
We are about to annex the Torgenson property into the City, which is a good thing. We had to
use Airport Trust Funds to purchase this property because the property was located outside the
Airport TIF. We are considering the purchase of the Monk property using Airport TIF funds.
The Monk property is not in the Airport TIF, will this be possible? We do not have enough
Airport Trust Fund money to make this purchase. What should our course of action on this
situation be?
1. Can we expand the Airport TIF to include property that is not within the City limits?
Or, do we have to expand the Airport TIF first, to include everything that will be part of
the new airport?
2. Could we ask Mr. Monk to petition for annexation immediately and seek to give him
some sort of tax relief pending the purchase of his property. If so, we could expand the
TIF to include the Monk property along with any other properties we might want to
acquire in the near future.
3. How is the bonding of the airport TIF affected by these questions of City and TIF
boundaries.
We have a plan to build the airport, but I am not sure we have a good plan to do the TIF
expansion necessary, the annexation necessary, or the bonding necessary to accomplish this plan.
I suggest we sit down and iron out a plan of attack on this project. I believe the information is all
there, maybe I just don't understand it or have it clear in my mind. I personally don't want to
drop the ball on this project somewhere along the line. Please let me know if a planning session
can be arranged.
