KALISPELL MEMORANDUM To: Doug Russell, City Manager Cc: Susie Turner, PE — Public Works Director From: Patrick Jentz, PE Engineer 2 Re: Lift Station 99 Replacement Project Meeting Date: July 5, 2022 BACKGROUND: The existing Lift Station 99 was constructed in the 1980's and has reached the end of its serviceable life. Several expensive, short-term repairs have been completed to keep the lift station operational, but this is not a sustainable practice. In addition to this, the lift station can only be accessed via the Buffalo Hill Golf Course. The route through the golf course requires crossing a bridge not designed for heavy equipment required to adequately maintain the wet well. Replacing the lift station was identified as a short-term (0-5 years) CIP project in the 2019 Wastewater Facility Plan Update. The project primarily consists of furnishing materials, labor, and equipment required to install a new 500 gpm submersible lift station, pipe bursting 90 feet of 8-inch pipe to 10-inch pipe, 147 feet of 10-inch force main, bypass pumping, abandoning an existing lift station and connections to existing gravity mains. Also included in this project is a Bid Alternate which includes boring a portion of the force main rather than pipe bursting. BIDDING RESULTS: Bids were received and opened on June 21, 2022, at 10:30 am. Three responsive bids were received and are summarized below. References were checked and Razz Construction Inc. was found to be a qualified contractor that has completed projects of similar scope. Page 1 of 2 FISCAL EFFECTS: FY 22/23 Sewer Fund allocated $2,215,978 to support the construction of the Lift Station 99 project as shown in Sewer Operations Fund line item 9 5310-454-430630- 922. There are two funding sources to support this project; $235,478 of the allocated funding will be from the Sewer Operations capital outlay from rates, and the remaining funds will be provided through a State Revolving Fund (SRF) loan. The total SRF loan is anticipated to be $1,980,500 which includes construction costs, bond counsel, and construction contingency. The City will only bond for the amount required to complete construction through the SRF loan. If construction contingency is not required, the loan amount will be reduced. ACTION REQUESTED: Motion to award the Base Bid and Additive Alternate 1 for the Lift Station 99 Replacement Project to Razz Construction, Inc for $1,425,562.
